Menke, Address Unknown GUARDRAIL INSTALLATION ON ARLINGTON HEIGHTS ROAD AT COSMAN ROAD Residents expressed safety concerns about the intersection of Arlington Heights Road and Colman Road and requested the installation of guardrail on Arlington Heights Road south of Cosman Road. Mr. Chen advised the Committee that the warrants for guardrail installation at that location were not met. Therefore, Cook County Highway Department (C. C.H.D. ) would not install any guardrail at this location. It was the consensus of the Committee that the Village should relocate the public sidewalk north of Sylvan on Arlington Heights Road and relocate the Village' s fire hydrant on Arlington Heights Road. Also, staff was requested to contact C. C.H.D. and request that the County plant additional 4" - 5" diameter trees at this location to prevent vehicles from entering private property at the curve. Mr. Chen indicated that he would support the Village's request to his superiors at the C. C.H.D. GUARDRAIL INSTALLATION ON THE SOUTH SIDE OF NERGE ROAD EAST OF MEACHAM ROAD The Schrams expressed safety concerns about the south side of Nerge Road east of Meacham Road as several vehicles have left the pavement and ended up in the rear yard of the Schram residence. Page 2 The affected residents requested the installation of guardrail . Mr. Chen again advised the Committee that the warrants for guardrail installation was not met at that location. Therefore, Cook County Highway Department (C. C.H.D. ) would not install any guardrail at this location. Several solutions were discussed but none were acceptable to both C. C.H.D. and the Village. It was the consensus of the Committee that Village staff work with C. C.H.D. staff to discuss solutions over the next 30 days, 5-YEAR CAPITAL IMPROVEMENTS PLAN The committee unanimously approved the Village's 5-year Capital Improvements Plan as presented. VILLAGE DRAINAGE IMPROVEMENTS The Committee discussed the proposed drainage improvement designs prepared by Engineering staff and recommended that the Village Board revise one of the drainage criteria for Village Funded Residential Drainage Improvements. The Board had previously approved 6 criteria for a residential single-family property owners to be eligible for Village assistance in constructing drainage improvements. One of the criteria was that benefitted homeowners will be billed by the Village for 50t of the cost of the improvement, up to a maximum of $500. The Committee recommended that this criteria be eliminated. Benefited homeowners would not be required to contribute financially toward any drainage improvements on their property provided that the property conforms to the other 5 criteria. Upon completion of the drainage improvements, the Village will restore the damaged areas with topsoil and sod. It was the consensus of the Committee that Engineering staff contact Public Works and inquire if Public Works is able to construct any of these improvements. If not, then the projects would be bid out and constructed by a contractor. The Director of E/CD estimated that 8 locations could be addressed during the 1997 construction season.
