Schram, 1492 Armstrong Court GUARDRAIL INSTALLATION ON THE SOUTH SIDE OF MERGE ROAD EAST OF MEACHAM ROAD The Schrams presented four alternatives they felt would solve their concerns about vehicles leaving the pavement and ending up in the rear yard of their residence. Copies of these alternatives are attached. Both the homeowner and the committee preferred Alternative 4 (guardrail on Schramm's property) to the other alternatives. However, the Schrams believe that Alternative 4 would not be feasible for them to construct without the Village's financial assistance. The Schrams requested that the Village pay for the guardrail at an estimated cost of $3, 250. The Schrams would pay the remainder of the cost to build Alternative 4 which would be $2, 600. Mr. Parrin expressed concern about the Village's liability if the Village constructs or contributes financially toward the construction of the guardrail at this location. If the Village will not assist the Schrams with the cost to construct Alternative 4, then the Schrams requested permission from the Village to proceed with Alternative 2. While the Schrams did not feel that Alternative 2 (Cement posts facing Nerge) was as aesthetically pleasing as Alternative 4, the second alternative was financially feasible for the Schrams without the Village's financial assistance. If none of the alternatives are acceptable to the Village, the Schrams requested that the Village condemn and purchase their property because they do not feel that the property is livable without constructing some measures to protect their family and property from vehicles leaving the pavement. It was the consensus of the Committee that the Village Attorney investigate the Village's liability if Village funds are used to assist with the construction of Alternative 4 . Also, it was the consensus of the Committee to include discussion of Alternative 2 and 4 at the Committee of the Whole meeting on July 8, 1997. Page 2 ARLINGTON HEIGHTS ROAD AT COSDTAN ROAD Staff has determined that the fire hydrant should be relocated from Arlington Heights Road to the south side of Sylvan Court between the first and second houses west of Arlington Heights Road. Mr. Neumayer, 1 Sylvan Court, asked that the fire hydrant be shifted a little further west as he was concerned that vehicles backing out of his driveway may hit the fire hydrant. Mr. Cech agreed to shift the fire hydrant 2 ' -3 ' further west of his driveway. The Village will be relocatincr the public sidewalk north of Sylvan on Arlington Heights Road this fall as part of the Landmeier Road Sidewalk Improvements Project. The Committee asked if the Village had received any response from the County in regard to our request for the County to plant additional 411 - 5" diameter trees at this location to prevent vehicles from entering private property at the curve. Ms. Pye advised the Committee that the County will not install any 5" diameter trees nor will they allow the Village to install any trees at this location. The County considers trees to be an obstruction like guardrails and will not allow them to be planted within their right-of-way. The County will allow the Village to plant bushes - "car catching" bushes. It was the consensus of the Committee that the Village should pursue the planting of bushes within the right-of-way and obtain the necessary County Permit to install the bushes, and that the fire hydrant be relocated 2' -3 ' west of the proposed location. To prevent members of the Schram household (including friends and family) from being killed or injured by such intrusions. To prevent future property damage to 1482 Armstrong Court. Alternative # 1 - Install a Brick Retaining Wall within the homeowners backyard which is 24 inches high with Concrete blocks, dirt and sand behind die wall. The wall would face the property side and intruders would hit the current fence first. The concrete blocks and dirt would come next and finally they would hit the 24 inch wall. This would require the building of two walls. One from the shed to the last tree in the backyard. The other wall would be around the outside of the pool.. 1 st wall is 68 feet long. Retaining block is $25 a foot. 1,700 Concrete block is $2 a foot. 136 Dirt and Sand 300 Labor (150 hours X$20 an hour) 3,000 2nd wall is 37 feet long. Retaining block is $25 a foot. 925 Concrete block is $2 a foot. 74 Dirt and Sand 150 Labor (75 hours X$20 an hour) 1,500 TOTAL $7,785 Alternative # 2 - Install cement posts 6 inches in diameter outside the fence. These posts would show to the road view at Nerge. They would be 4 feet in high (one foot is buried). The current fence would need to be: reversed and at the point of the last tree the remaining posts would need to be installed on the homeowners side of the fence. Install a metal barrier attached to the posts. Put the fence back up. So the outside would be metal guard rail with original posts and new 6 by 6 posts. Fence would be attached to the new 6 x 6 posts. Put the fence back in. Look from the outside would be the metal guard rail then, the fence. Whole Fence - 130 feet (this is protecting the shed area too) Metal guard rail 130 X$25 a foot 3,250 Take out existing fence and replace 20 posts 2,000 Additional Expenses Build the land up around the pool 300 Labor (15 hours X$20 an hour) 300 TOTAL $5,850
