MacArthur, Fire Chief Biesterfield Fire Station (No. 71 Renovation/Remodeling The Capital Improvements Committee opened the meeting by discussing Chief MacArthur's memo to the Village Manager dated June 24, 1998, in which a request was made to establish a schedule for renovating and remodeling the living area of the Biesterfield Fire Station (No. 7). Presently, there are dollars budgeted in the amount of $372,200 in the Capital Projects Fund (CPF) for this work. The Capital Improvements Committee requested an explanation as to the need and resultant benefits which would be realized with such a project. Chief MacArthur stated the present living area is undersized and overcrowded. At full staffing, there can be as many as twelve (12) firefighters assigned to that station. Further, since that station was originally constructed, the department has hired four female firefighters and appropriate accommodations need to be made as regards washroom/shower facilities, sleeping accommodations, etc. The Committee inquired as to other scheduled items which are budgeted in the current fiscal year such as the replacement of drapes, carpeting, shower doors and tile, washroom countertops, kitchen cabinets and countertops, ceiling tile, etc. The Committee asked if these items could be held until such time as the station remodeling could be started. Chief MacArthur stated that would depend on how quickly the project could be scheduled. Some of the items are badly in need of replacing, but every effort would be made to defer purchasing these replacement items. please continue . . . Capital Improvements Committee July 30, 1998 Page Two The Capital Improvements Committee raised the concern that we would need to reassure the citizens that their safety would in no way be compromised during this renovation/remodeling period. Chief MacArthur stated that although the apparatus floor area would most likely remain available for garaging the apparatus, arrangements would need to be made to house the personnel assigned to that station. A possible solution would be to relocate the personnel to the Fire Administration Building. This would keep personnel within District 7 for timely emergency responses. The Committee asked as to when this renovation could be completed. Although uncertain at this time,, Chief MacArthur stated he hoped that the actual construction could be accomplished in 4-5 months from the actual start-up of construction. The Committee discussed whether the budgeted amount of$372,200 is a realistic dollar figure for this work. Chief MacArthur stated it is a reasonable estimate at this time, but that it would need to be revisited subsequent to design and drawings being finalized in order to truly understand the scope of this renovation. Chief MacArthur presented a preliminary design concept which had been done by Mr. Barry Green of BWC, Inc., the architect for our Oakton Street Fire Station and Training Facility. This design was submitted as part of the space allocation study which was performed in spring, 1997. The design called for gutting the present living area entirely and expanding the building out on the east side. please continue . . . Capital Improvements Committee July 30, 1998 Page Three The Capital Improvements Committee asked what was needed to proceed with this project. Chief MacArthur recommended that this project should be approached in a two-phased manner as was done with the fire station and the training facility on Oakton Street. By using the construction management approach, Phase I would require that bids be let for professional architect/engineer (A/E) services for the design and construction management of the Biesterfield Fire Station renovation. Following the award of that bid and completion of the A/E documents, Phase I1 would consist of letting bids for contractors to perform the renovation/remodeling of Station No. 7. Chief MacArthur stated it would be very desirable to initiate Phase I as soon as possible so that we would be ready to proceed with :Phase II early in the spring, 1999. The consensus of the Capital Improvements Committee is to concur with the recommendation of the Fire Chief to proceed with the renovation and " remodeling of the Biesterfield Fire Station. Specifically to first obtain bids for the architectural/engineering services that would provide for the design and construction management of the project (Phase I) and then to subsequently let out bids for contractors to perform the actual renovation/remodeling (Phase 11.). The Committee further recommends that this matter be presented at the next Committee of the Whole meeting that is scheduled for Tuesday, August 11, 1998.
