HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 12/01/1998 - CAPITAL IMPROVEMENTS COMMITTEE CHERNICK CONFERENCE ROOM December 1, 1998 3:30 PM PRESENT: Patton Feichter, Chairman James Petri, Member ABSENT: Bart Dill, Member STAFF: Village Manager - Assistant Village Manager Director of Public Works Fire Chief OTHERS: John Ochoa, President, FGM, Inc James Woods,Project Manager, FGM, Inc ARCHITECTURAL SERVICES The Village issued a Request For Qualifications (RFQ) for an architectural fine to study and design improvements at both the Landmeier Public Works Garage and the Biesterfield Fire Station. In all, 14 firms responded to the RFQ. Of those, FGM was considered the most responsive and responsible firm due to their considerable municipal experience in the northwest suburbs, favorable references, and experience in municipal renovation projects. The proposed approach to the project is two-fold: a Master Planning Phase and a Detailed Construction Design Phase. Under the Master Planning phase, FGM will undertake an analysis of the existing buildings and their physical plant, and determine needs for each facility. From that point, they will prepare conceptual plans for consideration which resolve the functional and aesthetic requirements for each facility. When the plans are narrowed down, FG1V[will prepare a budget and begin moving toward the operational phase. The cost to perform the Master Pluming Phase is $10,000 with $5,000 to be credited toward the Detailed Construction Design Phase. The time frame to complete the Master Planning phase is approximately 1 month depending upon meeting availability during the Holidays, etc. The members of the CIC provided their thoughts to FGM regarding each facility. Those thoughts included: Landmeier Public Works Garage • Aesthetically, the building must "blend"with neighboring residential homes while also serving as a "model"to the business community to show how an older patchwork building can be modernized on the outside. • View the Schaumburg Public Works facility on Plum Grove Road and the Mount Prospect facility at Central & Busse for ideas of proper aesthetics. • Emphasize landscaping, trees, bushes, and flowers at the facility. • Consider potential teardown of some portions of the facility that are old or outdated. • Consider proper placement of generators, etc. which may be viewed from the street or neighboring residents. • Consider reclading of the facility. • Examine ADA issues. Biesterfield Fire Station • Avoid any designs that woulc lend a negative appearance along the entrance into the Town Center. • Consider a second story on the facility to maintain landscaping and green space along the entrance into the Town Center. • Examine the Oakton Street Fire Station design for ideas regarding aesthetics and livability. • Ensure landscaping is contemplated in the design along with necessary electrical outlets placed outdoors for Holiday lighting, etc. • Examine ADA issues. The consensus of the CIC was to recommend that the Village Board approve a contract with FGM, Inc., Oak Brook, Illinois for the Master Planning Phase of the project in an amount of S 10,000, and that the contract award be placed on the December 15 Village Board agenda.
