Boynkin, Daily Herald R. Keast, Elk Grove Timers Street Resurfacing and Concrete Replacement Program The Committee discussed the street resurfacing and concrete replacement program. The consensus of the Committee was to concur with the program as outlined by the Director of Public Works with the following additions: • Resurface Clearmont from Tonne to Ridge—This road was planned for 2002, but the CIC asked that it be done under the 2001 plan due to the condition of the pavement following the recent freeze and thaw cycle. • Resurface Maple from Clearmont to Walnut- This road was planned for 2002, but the CIC asked that it be done under the 2001 plan due to the condition of the pavement following the recent freeze and thaw cycle. • Resurface the Cyprus "stub" street. • Concrete rehabilitation of Shelley curb at Arlington Heights Road. The Director of Public Works will look at a temporary repair until concrete replacement work can be done during warmer weather. • Seal Aspen Road gutter stretching across the intersection. The asphalt is deteriorating where it meets the concrete. The Director of Public Works will have the asphalt sealed to prevent deterioration of the asphalt. The overall consensus of the Committee was to place this item on the next Village Board consent agenda so that the street and concrete work can be bid in early February. Salt Creek Bank Stabilization The Committee reviewed the Final Draft Report prepared by Earth Tech concerning Salt Creek Streambank Stabilization from Arlington Heights Road to Devon Avenue. The Director of Engineering & Community Development noted that the Park District and School District#214 have until February 4 to provide comments on the draft report. If the Village,Park District, and School District have no further comment, then the report will be placed into final form. The Committee discussed the 3 areas of the study. The stabilization work will result in a completely different appearance of the creek bank. Many trees will need to be removed to allow sunlight to penetrate down to stabilization grasses. Mechanical shoreline stabilization will need to be added in many areas, especially the first phase from Arlington Height Road to JF Kennedy Blvd. The Committee also discussed potential construction grants, cost allocations between governmental agencies, Village funding, and phasing of the project. In addition, the Committee discussed the ability of the Village to utilize the Salt Creek stormwater easements to perform work on private property. The Village will again be applying for construction grants in August to fund the; stabilization project. After reviewing the report, the consensus of the Committee was as follows: • Request that the consultant explain the report to the Mayor and Board of Trustees at the February 27 Committee of the Whole meeting; • Later in the Spring, have the Village host a meeting with all impacted property owners (Park District, School District#214, and impacted residents)with the consultant to explain the long-term benefits of the construction to end erosion, as well as to explain the significant change in appearance that will result from the construction. The Village will obtain comments from the impacted parties concerning any issues they may have about the construction. • After that meeting, the Village will seek to make decisions concerning the implementation and funding of the plan. • Finally, the consensus of the Committee was for the Village to contact the MWRD and again ask that the MWRD consider financial participation in the stabilization of the creek bank.
