HomeMy WebLinkAboutCAPITAL IMPROVEMENTS - 08/11/2000 - Capital Improvements Committee August 11, 2000 Chernick Conference Room 11 am Present: Trustee Feichter, Chairman Trustee Dill, Member Trustee Petri, Member Absent: None Staff: Assistant Village Manager Director of Public: Works Fire Chief Biesterfield Fire Station Basement Renovation The Fire Chief reported that the FY 00/01 Budget includes $10, 000 for the partial renovation of the fire station basement. The Fire Department had planned to complete a portion of the basement renovation this year, and complete additional restoration work the following year. The current General Contractor on the addition provided a quote of $41, 909. 83 to perform the entire basement renovation this year. Doing the work now provides several benefits: • Scheduling the entire renovation while the station is under construction will eliminate future construction disruptions to personnel. In addition, it will finish the renovation of the Biesterfield Fire Station. • A cost savings is generated since the contractor is already on-site and is familiar with the exact nature of the work. • Fisher Construction is a pre-qualified contractor that was awarded the contract to construct the addition. The Village has utilized Fisher on the addition as well as the Fire Training facility and finds their work to be of high quality. Specific work on the basement includes installation of new position walls, new doors and frames, painting, flooring, and electrical work. Sufficient funds in the amount of $50, 000 are available in the Capital Projects Funds for this work. The $50, 000 was budgeted to replace the ceiling but is being accomplished under the station renovation work. The consensus of the Committee was to recommend that the Village Board award the contract to Fischer to complete the work, at the August 15 Village Board meeting. Estes Avenue MFT The Director of Public Works reported that the MFT contractor, Dunteman, inadvertently edge-milled Estes Avenue between Busse and Elmhurst. Estes was scheduled for milling between Touhy and Busse. The section of Estes between Busse and Elmhurst was scheduled for resurfacing next year. The contractor admitted the mistake and is willing to restore the milled section. However, the Village will simply be ripping out the redone work within the next 12 to 18 months. The Public Works Director advised of 3 options: • Require the contractor to restore the street; • Leave the street milled until Spring and have resurfaced then; or, • Have the street resurfaced this year. The Director reported that the street requires $40, 000 of concrete work for curb, gutter, storm sewer and sidewalk before the street can be resurfaced. This work is done by a different contractor, RAI who has already completed their work in Elk Grove for the year. RAI is willing to come back and do the work at their low bid pricing this year. The bid price to resurface the street is nearly $60, 000. In addition, the bid price to mill the street is $5, 026. The consensus of the Committee was for staff to ascertain if the street could be resurfaced under this year's MFT program and what cost the contractor would charge under the bid price to resurface the street considering their cost to restore the street. If the street can be resurfaced, that issue should be placed on the Village Board consent agenda for August 15. The contractor reported that they would resurface the street for $45, 000, which is $15, 000 below the value of their bid price. When combined with the $5, 000 of no charge mill work, the Village receives a savings of .nearly $20, 000 to resurface Estes.
