The meeting was called to order at approximately 3:40 P.M.
Fire Station #7/Public Works Remodeling Project
Staff members updated the Committee on the status of the remodeling project. Gary Partin
referred the Committee to previous memos from staff regarding the same subject. Ron
Zamarin explained this project was a difficult remodeling undertaking,primarily because the
approximately 40+year old building has had several previous modifications and construction
records were incomplete. Consequently,the current construction drawings were not as
complete as we would have liked, and were not possible to obtain -without expensive
destructive testing by the architects and engineers during design. The Village hired Clark
Dietz as Construction Manager-At-Risk and was provided the use of the$163,000 project
contingency funds. The Village Board did not authorize any additional funding for the items
not covered by the Clark Dietz contract.
Ron Zamarin explained that the Clark Dietz contract is not a guaranteed maximum contract.
Zamarin stated he did not believe anyone would have given us such a guarantee. Clark Dietz
is responsible for coordination,division of work among trade contractors and work
reasonably inferable by the construction documents. Clark Dietz has already absorbed the
cost of numerous Change Orders, and has spent a considerable amount of additional man-
hours in administrating and managing the project.
Items not covered by Clark Dietz include unforeseen conditions; architect errors and
omissions; code authority requirements; and changes that provide betterment or additional
value to the project. Examples of Change Orders that remain the Village's responsibility are:
• Additional floor leveling following wall demolition in old living quarters at
Landmeier.
• Removal of hidden asbestos at both Landmeier and Biesterfield.
• Additional masonry demolition and build-back to install steel bracing within existing
walls.
• Additional roof framing to complete new hip roof section at Landmeier.
• Additional exhaust stack at Landmeier, because existing chimney was not large
enough.
• Relocation of a roof drain that was found within a section of existing wall
scheduled for demolition to create.an opening.
• Addition of refrigerant piping from roof to basement at Biesterfield
Tom Cech summarized the change order total to date as $166,000. Clark Dietz has paid
$62,000. Ron Zamarin has reviewed the change orders and agrees the Village's
responsibility is $104,000 to date. These figures are not final, and will probably increase.
Tom Cech will develop a reasonable maximum figure.
The Capital Improvements Committee will discuss the project with the Committee of the
Whole and recommend authorization of additional funding to complete the work.
Additional Screening of Landmeier Public Works alonE West Property Line
Residents on Wildwood have requested additional screening and/or landscaping along the
west property line of Landmeier Public Works.
Possible options discussed include:
1.) The construction of a berm and the planting of tall evergreens along the fence line on
ComEd's right-of-way; and,
2.) the planting of additional material on the westside of Com Ed's right-of-way to better
screen the view of the Public Works and Com Ed facilities. Approaching the Industrial
Commercial Revitalization Committee for possible funding is an option.
