Pye, DECD SALT CREEK STREAMBANK STABILIZATION PROJECT The Committee discussed their concerns that since the April 5, 2001 Capital Improvements Committee �'nformational Meeting with the affected residents, the Village Board has not received any feedback - either for or against the project from the affected property owners. The Committee also discussed the fact that the Village has not received letters from the School District and Park District indicating their financial support for their share of the project. It was the consensus of the Committee that: 1 . The Village send a leiter to the School District and the Park District advising them that the Village would be applying for an I.E. P.A. Section 319 Grant and requesting their financial commitment toward Phase I. 2. The Village send a letter to the affected property owners along Salt Creek advising them of the project and the Village's intention to seek an I.E. P.A. Section 319 Grant for Phase I or portions of Phase I. 3. Drafts of the above described letters will be considered by the Committee of the Whole at the Tuesday, June 26, 2001 meeting. 4. The Committee of the Whole also discuss the need for an Environmental Ordinance which would prohibit/restrict the mowing of native vegetation planted along Salt Creek as part of the erosion control project. 5. The Village Attorney discuss Special Assessment options at the June 26, 2001 Committee of the Whole Meeting. AJB:mjp C: Mayor and Board of Trustees, Village Manager, Assistant Village Manager, Assistant to the Village Manager, Village Clerk, Village Attorney, All Deparrment Heads 'DRAFT RESIDENT NOTIFICATION LETTER' RE: SALT CREEK STREAMBANK STABILIZATION IMPROVEMENT PROJECT Dear Resident: As many of you know, streambank erosion along Salt Creek from Arlington Heights Road to Devon Avenue in the Village of Elk Grove is causing the loss of valuable property and numerous mature trees. The Village Board, in conjunction with the Elk Grove Park District and School District 214, authorized an engineering study to determine solutions to help resolve the problem. This study assessed the nature and extent of the streambank erosion, identified potential solutions and formulated conceptual plans. The Village intends to apply for an Illinois Environmental Protection Agency Section 319 Grant utilizing the information provided in the study. Due to the magnitude of this project, we will be applying for grant funding for the first reach, which includes the portion of Salt Creek located between Arlington Heights Road and J. F. Kennedy Boulevard. If the Village secures the grant, funding will be available to complete the project design after April 2002. The Village anticipates starting construction on the first reach in late fall of 2002 or spring of 2003. Ennis Superintendent School District#214 2121 South Goebert Road Arlington Heights, Illinois 60067 SUBJECT., SALT CREEK STABILIZATION IMPROVEMENT PROJECT Dear Dr. Ennis: As you know, the Village Board, in conjunction with the Elk Grove Park District and School District 214, authorized an engineering study to determine solutions to resolve the Salt Creek Streambank erosion problem. The completed study assessed the nature and extent of the Streambank erosion, identified potential solutions, and formulated conceptual plans. The study divided the Creek into three reaches. It is the Village's intention to apply for a construction and engineering grant from the I.E.P.A. to assist with the construction of improvements along the first reach, from Arlington Heights Road to J. F. Kennedy Boulevard. The I.E.P.A. Section 319 Grant provides 60% of the funding with a 40% local match required. In the first reach, there are 6,394.70 lineal feet of Streambank abutting Salt Creek. School District #214 owns 1,691.0 lineal feet or 26.45% of the total Streambank along the first reach, the Park District owns 2,016.93 lineal feet or 31.54%, Elk Grove Village owns 493.38 lineal feet or 7.71% and private residential homes own 2,193.31 lineal feet or 34.30%. The Village proposes that the 40% local match of the construction and engineering costs be shared among the governmental property owners as follows: the Village — 42.0%, the Park District - 31.54% and School District#214 —26.45%. The estimated costs are as follows: Total 100/ Local Match (40%) Engineering (Design $2,00,000 $80,000 & Construction) Construction $987,3 $394,946 Total Cost $1,187,366 $474,946 Page 2 If we receive the I.E.P.A. Section 319 Grant, the School District's share of the construction and engineering costs would be 26.45% of the 40 Local Match or $125,623.22. The Village will make every effort to locate and secure additional grants to lower the 40% local match. Our current research indicates that we may be able to secure 1 or 2 smaller grants in the amount of$20,000-$30,000 each. As we cannot guarantee that we will receive any other additional grants, the Village recommends that the School District budget for the entire $125,623.22 as identified above. At this time, the Village would appreciate your commitment to provide the financial support necessary for the construction of the School District's share of Phase I of this streambank stabilization project. Please advise me of your decision in writing by July 25, 2001. Your letter of support will be vital in securing the Section 319 Grant.
