Review Materials Distributed
I. Prior to the meeting, resource materials on market forces and financial resources were
distributed.
Items Discussed
1. Village president Craig Johnson asked the Commission's advice on a proposal to expand the
Industrial/Commercial Revitalization planning process to include additional work on all of
the retail centers within the Village. A copy of the proposal was distributed to the members
and Pete Pointner responded to questions. The Commission will review the proposal and
make a recommendation at the August meeting.
2. Larry Lund made a presentation by elaborating on each of the graphs distributed prior to the
meeting as they were displayed on an overhead projector. Lively discussion and questions
resulted. These included:
o Why has manufacturing activity declined?
o The available data is from 1992. Would the picture be different if we had 1997 data?
o There were a number of questions raised concerning the sources of data relative to

the place of origin of the labor force. Larry will furnish a more detailed breakdown
of the labor shed at the next meeting. This will include the percent from the City of
Chicago.
o Are the strategies for"recruiting" new businesses very different from those
appropriate for a"retention'program?
3. Don Eslick began a presentation of the report on financial resources. The lateness of the
hour prevented him from concluding his presentation. He explained that a specific funding
program must be tied to specific plans and proposals which will evolve over the next six
months. Due to the emphasis by the Commission on the issue of Cook County property
taxes, Don will review the basis subject:as a key part of his presentation at the August
meeting.
Follow-up
The next Commission meeting will be held Thursday August 7, 1997 starting at 6:00 pm. The first
item of business will be discussion and a recommendation concerning the retail centers proposal.
The focus of the meeting will be on a review of the constraints,problems and issues which have
been raised, the needs implied from these challenges and opportunities to develop a planning
response. Planning,design or program elements, which will be developed by the consulting team
over the next several months will be identified.
