The project implementation status was reviewed with the Commission:
• LIVELY BOULEVARD SIDEbVALK AND BUS STOPS - The funding for this
project through the State's Traffic Control Measure Program has been moved
from FY01 to FY00. A contract letting is targeted for June 2000. The project
will include relocation of the sidewalk along the east side of Lively Boulevard
from Devon Avenue to Landmeier Road. Sidewalk will be constructed along
the east side railroad crossings. Bus pads and shelters will also be installed
as part of the project.
• LOCAL STREET LIGHTING - SPRING 2000 - Design has begun for lighting
improvements. The project will include continuous lighting along Bennett
Road, King Street, and Greenleaf Avenue from Busse Road to Elmhurst
Road. Intersection and mid-block lighting will be installed along Randall
Street, Kelly Street, Gordon Street, Gaylord Street, Scott Street, Bond Street,
Lee Street and Criss Circle.

• LOCAL LANDSCAPING - SPRING 2000 - Design has been initiated for
landscape improvements. The project includes landscaping along Bennett
Road, King Street, Lee Street, Howard Street from Lively Boulevard to Busse
Road, and Landmeier Road from Higgins Road to Elmhurst Road. The
project will also include installation of the gateway sign at Elmhurst Road and
Landmeier Road.
The Commission reviewed the final layout for the Fagade Grant and Bank
Loan Program brochures. The brochure will be modified to highlight the key elements
of the program on the front page. The Commission suggested that other ICRC
programs be listed on the brochure. The bank loan brochure will include titles for the
loan officers at the five participating banks.
The program brochures will have a format similar to the Business Matter's
newsletter (8 X x 11"in size, four sheets). The brochures will be printed in two colors
on quality paper stock. The Commission preferred a business envelope mailing
addressed to the President of the company. The mailing will include a letter from the
Village President, and copies of both brochures. The brochure text was also discussed.
The first page will be modified to provide a statement about the program. In addition, a
listing of other programs available will be? listed on each brochure.
The design of the Tonne Road corner radii, crossover, and intrusion bay
designs have been initiated by Benes and Associates. The recommendations for
crossover improvements were reviewed with the Commission. Additional studies of the
crossover locations including a license plate survey were conducted.
The Commission approved the following recommendations:
• CAR-ONLY CROSSOVER - The proposed crossover for northbound to
southbound Tonne Road south of Landmeier Road was not recommended for
implementation.
• FARGO AVENUE- This location does not require improvement.
• CHASE AVENUE - The crossover north of Chase Avenue will be realigned
with the intersection. The crossover south of Chase Avenue currently used
for access to Chase Avenue by southbound traffic will also be removed. The
proposed crossover shall be designed to accommodate truck movements and
provide a sidewalk on one side of the street.

• ELK GRO VE BOULEVARD/TOUHY AVENUE— Minor radii improvements will
be evaluated at this location.
• CLEARMONT AVENUE/PRATT BOULEVARD/WALNUT LANE — The
crossovers at Walnut Lane and Clearmont Avenue would remain open to
traffic. Two crossover connections are proposed to align with Pratt
Boulevard, one south of the ComEd towers, for southbound to eastbound
traffic, and one between the towers for westbound to southbound traffic. More
detailed design studies are required at Pratt Boulevard. In addition,
measures to minimize truck traffic turn maneuvers at the residential
crossovers will be evaluated. The need for widening of Walnut Lane and
Clearmont Avenue or altemative parkway treatments will also be studied.
The design criteria for driveways and truck intrusion bays were reviewed with
the Commission. The recommendations will be implemented on Greenleaf Avenue.
The driveway design would consist of an 8 foot widening at the right-of-way line tapering
back to match the existing 25-foot building setback line. A 20-foot radius would carry
the driveway edge from the right-of-way to the edge of the roadway pavement. The
additional cost per location for the widening is estimated at $2,000. The design would
apply to buildings greater than 20,000 square feet. A simple radius would be used for
smaller building locations. The Commission recommended that the Village's Concrete
Replacement Program be modified in the Business Park to allow driveway replacement
and widening within the 25 foot building setback area.
Two alternatives for the truck intrusion bay designs were presented. The first
proposal provides for a ten-foot widening and relocation of the sidewalk to a permanent
easement. The estimated cost for an intrusion bay opposite a 2-dock facility is $7,500.
The design provides a factor of safety for WB 55 and WB 65 vehicles. The second
alternative reduced the widening to 5.5 feet. This proposal eliminates the need for
permanent easements, and reduces the cost to $5,000. The proposal eliminates the
safety factor for a WB 65 vehicle.
The ICRC program would install intrusion bays only along collector routes to
enhance traffic operations. Intrusion bays at other locations would be a private cost.
An alternative to intrusion bays may be the design of a landscape bed with boulders.
This design would be appropriate at locations with minor rutting problems and along
local routes. The Commission concurred with the implementation of the 5.5-foot
widening and the landscape bed designs along Greenleaf Avenue. Truck intrusion bays
will also be incorporated in the Tonne Road improvement. Tonne Road bays will be at
least >0-foot wide due to the narrower roadway width.
