MEETING MINUTES
March 2, 2000

The project implementation status was reviewed with the Commission:
• GREENLEAF AVENUE - The concrete and bituminous MFT contracts have
been let by Public Works. The contractor for the project is RAI Concrete.
• RAILROAD SPUR LINE- Nancy Carlson has set a meeting with Union Pacific
Railroad representatives to discuss rail line removal and the feasibility of short
line rail operations. The meeting is set for March 9, 2000.
• GATEWAY SIGNAGE - The design has been revised to reflect Commission
comments.
The Private Sector Program for fagade grants and bank loans is proceeding.
Brochures are ready to be printed. Four businesses have expressed interest in the
Fagade Program. One business has applied and the grant was approved. The
Commission discussed the Landscape Design Program. It was recommended that
prototype landscape designs could be developed for business use. Also, businesses
would be allowed to participate in the ICRC landscape contract. The Commission did
not feel that the prototype designs were necessary. They were in favor of business
participation in the ICRC landscape contracts.

The proposed improvement at the Busse Road intersections with Devon
Avenue and Landmeier Road include dual left turn lanes to be added on Busse Road,
Devon Avenue and Landmeier Road. Right turn lanes would be added on selected
approaches. The Commission requested the length of the turn bay be reviewed. The
Devon Avenue intersection is scheduled for a contract letting in FY02. This project
would be let concurrently with the Devon Avenue widening. The Landmeier Road
intersection is scheduled for a FY03 letting.
The next meeting of the ICRC is May 4, 2000. There will be no meeting in
April.
