The project implementation status was reviewed with the Commission:
• GREENLEAF AVENUE IMPROVEMENTS - The curb, sidewalk and driveway
construction is approximately 75 percent complete. Six (6) businesses
replaced their loading dock and/or parking lot driveways with the new ICRC
design.
• STREET LIGHTING PROGRAM — Three (3) bids were received for
continuous lighting along Bennett Road, King Street and Greenleaf Avenue
(Busse Road to Elmhurst Road), and intersection lighting along Randall,
Kelly, Gordon, Gaylord, Scott, Bond, Criss Circle and Lee Streets. The low
bidder was J. F. Edwards Construction.
• LANDSCAPING PROGRAM — One bid was received for the landscape
program. The spring and fall landscape programs are being evaluated. The
spring program will likely be re-bid.

PRIVATE SECTOR PROGRAMS — The fagade grant and bank loan
brochures were mailed to all businesses in the Business Park. Prototype
fagade designs have also been completed. Twenty-three (23) businesses
have responded to the program and four (4) applications have been
approved.
TONNE ROAD IMPROVEMENT — Plans have been completed for
construction of turn radii, crossover and intrusion bay improvements. The
anticipated letting date is mid-,lune dependent upon right-of-way acquisition.
LIVELY BUS STOP - Plans for the project have been completed for the
relocation of sidewalk along the east side of the route and installation of
seven (7) bus pads and shelters. The project will receive 70 percent Federal
funding through the Traffic Control Measure (TCM) Program.
• LIVELY BOULEVARD AND HIGGINS ROAD INTERSECTION — A meeting
was held with IDOT to address the signal design. Revised plans will be
submitted for permit approval. A contract letting is targeted for late August
2000.
FALL IMPLEMENTATION PROGRAM— The Fall Implementation Program for
lighting and landscaping was discussed. The lighting program would include
intersection and mid-block lighting along Pan Am, United, American and
Delta. Continuous lighting along Greenleaf Avenue and Pratt Boulevard
between Tonne Road and Busse Road is also scheduled for completion.
Programmed lighting along Lively Boulevard from Devon Avenue to
Landmeier Road will be delayed.
Landscaping projects for Fall 2000 was discussed. Improvements to Howard
Street from Busse Road to Elmhurst Road will include replacement of the
curb and sidewalk, as well as landscaping. The landscaping on Tonne Road
from Center Street to Landmeier Road and Touhy Avenue from Tonne Road
to Estes Avenue is under design. New design contracts will be initiiated for
landscaping along Greenleaf Avenue from Busse Road to Elmhurst Road,
and along Pan Am Boulevard and United Lane. In addition, approximately
550 feet of sidewalk will be relocated on Pan Am Boulevard to accommodate
landscaping. Programmed landscaping along Lively Boulevard south of
Devon Avenue and Mark Street will likely not be required.
• NEW BUSINESS — A meeting with Union Pacific Railroad and Department of
Transportation Rail was held on March 9, 2000. The railroad provided a map
identifying potential rail line removals. The track removals are adjacent to
325 businesses and 13 million square feet of buildings. A second meeting

with the railroads is scheduled for May 10, 2000. Track removals have been
placed on hold until meetings are completed.
The June and July meetings have been canceled. A construction update
will be provided to the Commissioners in July. The next meeting of the ICRC will be on
August 3, 2000.
