MEETING MINUTES

The project implementation status was reviewed with the Commission:
• STREET LIGHTING PROGRAM — Street lighting on Greenleaf Avenue from
Busse Road to Elmhurst Roadhas been installed. Lighting is being installed
in the area north of Higgins Road.
• LANDSCAPING PROGRAM — A contract has been awarded to K'n'K
Construction and Landscaping for Bennett Road, King Street, Lee Street and
Criss Circle, and along Greenleaf Avenue from Busse Road to Elmhurst
Road. Bids were opened for landscaping along Tonne Road, and Pan
Am/United Lane.
• GATEWAY SIGNAGE — Proposals were received from three (3) firms for
installation of gateway signs at Elmhurst/Landmeier, Tonne/Landmeier, and
Tonne/North Parkway.
• LIVELY BUS STOPS — Construction of sidewalk and bus stop improvements
along the east side of Lively Boulevard from Devon Avenue to Landmeier
Road is underway.
• TONNE ROAD (DEVON AVENUE TO LANDMEIER ROAD) — The contract
for this project has been awarded to ALamp Construction. Construction will
begin August 7, 2000.
The Commission discussed the implementation of pocket park improvements
within the Business Park. Two (2) design concepts were discussed. The first was
developing a seating area adjacent to the Village's drainage ditch right-of-ways. A
potential of sixteen (16) sites have been identified. Each site would receive
landscaping, brick pavers, and a bench or picnic table. The estimated cost per location
would range from $3,000 to $5,000. The Commission concurred with proceeding with
these designs.
The second concept was developing pocket parks within vacant lots. The
pocket parks could include benches, picnic tables, game boards, landscaping, and brick
paver paths. ICRC funds could be utilized to construct these improvements. Leasing
the property for a ten-year period with either ICRC or Park District funds was discussed.
Issues such as maintenance, liability and public safety were discussed. The
Commission felt that ICRC funds should not be used to lease land for pocket parks. In
addition, maintenance would preferably be conducted by the landowner. The
development of a small easement area adjacent to the Village right-of-way (similar to
the drainage ditch areas) would be preferred rather than developing an entire site. This
concept will be further studied and reviewed with the Commission.
Improvements to Lively Boulevard from Devon Avenue to Higgins Road were
discussed. An application for Truck Access Route (TARP) funding through the State
will be submitted in November 2000 for this route. ICRC and TARP funding would allow
for the reconstruction of Lively Boulevard. The design engineering for this project was
authorized by the Commission.
The Commission requested that the sign post material used for the street
signs be reevaluated. The cost for solid black posts will be reviewed and presented to
the Commission.
Three residents, Mr. and Mrs. Galban (720 Tonne Road), and Mr. Hendren
(700 Tonne Road) attended the meeting to discuss the proposed Chase Avenue cross
over improvement. The resident's front Tonne Road opposite the new crossover. They
requested that the Commission delete this improvement from the Tonne Road Project.
The Commission indicated the need for the improvement and approved landscaping
improvements at these two residences. The residents will meet with the Village to
discuss landscape designs.
