MEETING MINUTES
November 2, 2000

The project implementation status was reviewed with the Commission:
• TONNE ROAD — Work items for this construction season are nearing
completion. Remaining work includes the Pratt Boulevard cross over and
corner radii at Lunt Avenue, Pratt Boulevard and Morse Avenue. The
comer radii improvements were delayed due to right-of-way acquisition. A
letter from the Commission to the business owners will be drafted
requesting their cooperation in implementing these improvements.
• LIVELY BOULEVARD — Bus shelter and sidewalk improvements have
been completed. One bus; shelter was added to the contract at Greenleaf
Avenue. The shelter should be installed by early December 2000.
• GATEWAY SIGNAGE — The three gateway signs should be installed by
mid-November 2000. The contractor is coordinating with ComEd to hook
up power to these sites; no schedule has been set.

• LANDSCAPING — Plantings for the current program will be installed
beginning in mid-November 2000. The completion date for this work is
June 2001.
• LIGHTING — Street lighting has been installed and we are awaiting
ComEd hook-ups.
The Commission discussed the scope of projects to be readied for
construction next year. The street lighting program will include continuous lighting along
Howard Street from Lively Boulevard to Busse Road, Greenleaf Avenue and Pratt
Boulevard from Tonne Road to Busse Road, and Tonne Road from Center Street to
Landmeier Road. All residents abutting Tonne Road will be notified of the lighting
improvements. Intersection lighting will be constructed along Martin Lane, Joey Drive,
United Lane, American Lane, Delta Lane, and PanAm Boulevard. The landscaping
program will include improvements along Howard Street from Lively Boulevard to Busse
Road, Lively Boulevard from Higgins Road to Interstate 90, and Greenleaf Avenue and
Pratt Boulevard from Tonne Road to Busse Road.
Roadway improvement projects are proceeding. The Higgins Road and
Lively Boulevard Intersection Improvements and the Howard Street Sidewalk and Curb
Reconstruction are scheduled for a December 20, 2000 contract letting. A street sign
contract is being prepared for the area north of Higgins Road and along Tonne Road.
Street number signs will only be installed along the northbound lanes of Tonne Road. A
supplemental Elk Grove Business Park•sign will be installed on Mark Street.
The installation of the remaining gateway signs was discussed. The
Commission recommended that consideration be given to installing a sign along
Interstate 90 near Northwest Point rather than the proposed location at Lively
Boulevard. In addition, the Commission requested that discussions be initiated with
Hamilton Partners to change the wording on their industrial park signage at Lively and
Devon Avenue.
The marketing program was also discussed. Nancy Carlson is
researching the development of a promotional compact disc, which could be distributed
to area businesses. The timing of a mass mailing would be further discussed. In
addition, Bennett and Kahnweiler have contracted Nancy regarding an article about the
Business Park.
Several new business items were discussed. Information from PACE and
the RTA regarding transit user programs were distributed to the Commission. The
information may be an appropriate article for the Elk Grove Chamber newsletter The
Commission requested that the water tower at Busse Road and Touhy Avenue be
changed from Centex Industrial Park to .the new Business Park logo. Finally, Jack

Connelly met with businesses regarding the Fagade Grant Program. The Commission
thanks Mr. Connelly for his efforts.
The December and January meeting of the Commission were canceled.
The next scheduled meeting is set for February 2, 2000. A project implementation
update will be sent to the Commissioners in January 2000.
