The Commission was updated on the status of the ICRC projects:
LANDSCAPE PROGRAM' 2000
Plantings for the 2000 program were completed. Trees and shrubs will be
inspected in September 2001 and May 2002, and replacement plantings shall be
installed as necessary.
LIVELY BOULEVARD AND HIGGINS ROAD INTERSECTION
Work on the construction of the right turn lane has been completed. The
Illinois Department of Transportation has completed the resurfacing of Higgins Road at
this location.
FACADE GRANT PROGRAM
Two applications have been received for the Fagade Program. The
Oakton Animal Hospital was approved for fagade improvements. An application from
Clear Lam Packaging on Pratt Boulevard is being reviewed.

MARKETING PROGRAM
Nancy Carlson updated the Commission on marketing program activities.
The Village map has been revised and is being reprinted. The Village brochure has
been updated. The first draft of the CD-ROM has been reviewed and modifications are
under way. The ICRC Hometown Award submittal finished second in its category. The
Commission discussed possible locations for placement of the Hometown Award sign.
CONSTRUCTION PROJECTS
The ongoing construction projects include landscape improvements along
Lively Boulevard north of Higgins Road, Howard Street — Lively Boulevard to Busse
Road, Landmeier Road— Tonne Road to Lively Boulevard, and Greenleaf Avenue and
Pratt Boulevard— Tonne Road to Busse Road. Pocket parks are being installed at the
drainage ditch crossings on Howard Street, Greenleaf Avenue and Pratt Boulevard.
Lighting improvements have begun along Howard Street — Lively
Boulevard to Busse Road, Greenleaf Avenue and Pratt Boulevard — Tonne Road to
west of Busse Road and Tonne Road -- Center Street to Landmeier Road. Intersection
and mid-block lights will be installed on Martin Lane, Joey Drive, Pauly Drive, United
Lane, America Lane, Delta Lane and Pan Am Boulevard.
A contract bid opening was held in August 2001 for the installation of
street name and number signs in the area north of Higgins Road. The project is
anticipated to begin in mid September 2001.
ROADWAY IMPROVEMENT PROGRAM
Major intersection and roadway improvement projects are proceeding.
The Busse Road and Devon Avenue intersection and Devon Avenue widening from
Busse Road to Elmhurst Road are scheduled for a contract letting in Spring 2002. The
Busse Road and Landmeier Road intersection is targeted for a 2003 contract letting.
NEW BUSINESS
The Commission discussed the installation of brick pavers on the median
of Touhy Avenue at Tonne Road. The work would be included in the current landscape
contract.
The installation of sidewalk crossings at railroad spur lines was discussed.
A meeting will be scheduled with the railroad to discuss the schedule and cost of
constructing sidewalk at various rail spur locations including Nicholas Boulevard and
Lively Boulevard.

The feasibility of implementing an Adopt-a-Highway Program for Village
routes was discussed. Currently, community groups can adopt a State highway through
the Illinois Department of Transportation.
The next scheduled meeting of the ICRC will be October 4, 2001. The
meeting will focus on the review of the landscape and lighting programs for next year.
