Nancy Carlson, Economic Development Officer Absent: Jack Connelly John Gullo Bob Kleckauskas Ed Ruskowski Jeff Snyder The Commission was updated on the status of the following construction projects: LANDSCAPE PROGRAM The Landscape 2001 planting program with Vincent Industries is proceeding on schedule. The contractor's work has been done efficiently with minimal disruption to adjacent properties. Plant materials have been of excellent quality. LIGHTING PROGRAM The installation of street lights is substantially complete. Sod restoration is underway and is anticipated to be completed by mid-November. Continuous street lighting was installed along Tonne Road, Howard Street, Greenleaf Avenue, and Pratt Boulevard. Intersection and mid-block lights were installed along Joey Drive, Pauly Drive, Martin Lane, United Lane, American Lane, Delta Lane and Pan Am Boulevard. Commonwealth Edison power hookups for the lights are anticipated to be completed in the next 1-2 months. Page 2 STREET SIGN PROGRAM 2001 The installation of street signs in the area north of Higgins Road has been completed. MARKETING PROGRAM The marketing CD ROM was viewed and unanimously approved by the Commission. The CD ROM will be used for both business retention and the attraction of new businesses. It was agreed that the business mailing would occur early next year. The next marketing activity will focus on the development of a new advertisement for professional trade publications. Copies of the new Village map were distributed to the Commission. BUSSE ROAD WATER TANKS The Commission previously approved the repainting of the Busse Road water tanks with the Business Park loclo at an estimated cost of $70,000. The water tanks are visible to 42,000 local and regional vehicular trips per day. Based on revised cost estimates, an additional $100,000 of ICRC funds were requested for the tank painting. Additional funds are necessary to repair the roof structure of the tank prior to painting. The Commission recommends that ICRC funds only be used for the painting of one tank with the Business Park logo. A revised cost estimate for this work would be given to the Commission. The remaining costs associated with the repair of the roof structure and the painting of the second tank should be funded through the Water and Sewer fund. The Commission approved the concept of using ICRC funds to advance fund the roof repair in order for the tank repainting to proceed in Spring 2002. The Water and Sewer fund would budget for the repayment of ICRC funds for the fiscal year beginning May 1, 2002. LANDSCAPE PROGRAM' 2002 The Commission reviewed the status of the short term (1-3 year) Landscape Program and authorized the initiation of design engineering for next year's program. The streets to be included in the program include: Bond Street from Higgins Road to Lee Street, Oakton Street from Stanley Street to Busse Road, Bonnie Lane from Landmeier Road to Oakton Street, Landmeier Road from Lively Boulevard to Higgins Road, and Touhy Avenue from Estes Avenue to Busse Road. In addition, median landscape treatments will be designed for the intersection of Higgins Road and Oakton Street (west of Busse Road). A gateway treatment will also be evaluated at this location. Page 3 LIGHTING PROGRAM 2002 The status of the lighting program was also reviewed with the Commission and design engineering was authorized for next years program. A continuous lighting system will be designed for Touhy Avenue from Estes Avenue to Busse Road, and Landmeier Road from Higgins Road to Busse Road. Proposed continuous systems along Village sections of Oakton Street, Landmeier Road and Lively Boulevard will not be included in this program. These :systems will be incorporated in future roadway improvements. Mid-block and intersection lighting will be designed for all remaining Village streets within the business park.
