The Commission was updated on the status of ICRC projects:
BUSSE ROAD AND DEVON AVENUE INTERSECTION
The project design has been completed and a contract letting is
scheduled for June 14, 2002. Construction is anticipated to begin in August 2002.
BUSSE ROAD RAIL CROSSING IMPROVEMENT
The Illinois Department of Transportation and Central Illinois
Railroad will be replacing the railroad grade crossing on Busse Road south of Pratt
Boulevard. The construction is targeted for early June 2002. All traffic lanes on Busse
Road will be closed. IDOT will post the roadway closure three (3) weeks prior to
construction. A detour route will be signed along Devon Avenue, Elmhurst Road,
Higgins Road and Landmeier Road.

BUSSE ROAD TRANSIT CORRIDOR IMPROVEMENTS
A proposal for design engineering services has been received from
Civiltech Engineering for this project. The improvement will provide sidewalk along both
sides of Busse Road and the installation of fourteen (14) bus pads and shelters. The
project is receiving funding through the State's Operation Green Light Program.
BONNIE LANE SIDEWALK IMPROVEMENTS
Plans have been completed for the reconstruction of sidewalk along
Bonnie Lane from Landmeier Road to Oakton Street, and Howard Street from Perrie
Drive to Lively Boulevard. The project is scheduled for a June 5, 2002 contract letting at
an estimated cost of$218,000.
STREET LIGHTING IMPROVEMENTS— 2002
Coordination with Commonwealth Edison for service installations
continues. A contract letting is targeted for July/August 2002.
LANDSCAPE IMPROVEMENTS— 2002
Preliminary plans for landscape improvements are under review.
The Commission continued discussions of the Cook County Tax
Abatement Program— 6B. The meeting was attended by Ms. Pat Cunningham, Director
of Development Incentives Program, Cook County Assessors Office. Also, in
attendance were Mr. Anthony Farace and Mr. Leonard Motisi from the law firm of Amari
and Locallo. They explained key features of the 6B Program and answered questions.
The main qualifying criteria for the 6B Program are:
1) New construction.
2) Substantial renovation to an existing building.
3) Purchase of a building that has been vacant for 24 months.
The discussion centered primarily on the following items:
1) 24-month vacancy with a sale/transfer of ownership.
2) 24-month vacancy with substantial rehabilitation which
changes the effective age of the building.

3) Under 24-month vacancy subject to Village and County
Board resolution.
The information offered by the tax experts clarified the previous questions
of the Commissioners.
The next meeting of the /CRC is the Field Tour on June 6, 2002 at 5:30
