Nancy Carlson, Economic Development Officer Absent: Tom Farrell Scott Goibeck John Gullo Tom Porte The Commission was updated on the status of ICRC projects: BUSSE ROAD AND DEVON AVENUE INTERSECTION Construction has begun or, this improvement. Work this year will focus on the Devon Avenue retaining wall, storm :sewer and pavement widening. BUSSE ROAD AND LANDMEIER ROAD INTERSECTION Contract plan preparation is proceeding. The project is targeted for a Spring 2002 contract letting. BONNIE LANE SIDEWALK IMPROVEMENTS Construction of the sidewalk is approximately 70 percent complete. Page 2 LIVELY BOULEVARD IMPROVEMENTS Contract plans are being developed for improvement sections: Lively Boulevard from Higgins to south of Oakton, including the widening of Oakton Street from Bonnie Lane to Seegers Avenue; and Lively Boulevard from Oakton Street to Higgins Road. Right-of-way acquisition for the project has been initiated. The Lively Boulevard and Oakton Street improvement is targeted for a Spring 2003 contract letting. LANDSCAPE IMPROVEMENTS 2002 Bids were opened for landscape improvements along Bond Street, Bonnie Lane, Howard Street, Touhy Avenue and the Landmeier Road Public Works facility. The apparent low bidder was Monahan's Landscape in the amount of$79,716.00. The engineers estimate was $110,048.00. STREET LIGHTING PROGRAM 2002 Bids were received for lighting improvements within the Business Park. The project will provide continuous lighting along Touhy Avenue from Estes Avenue to Busse Road. Intersection lighting will be installed along various local streets. The apparent low bidder was Meade Electric in the amount of$695,959.90. The engineers estimate was $1,050,993.75. The Commission was updated on several new funding applications for ICRC projects. Funding is being sought through the Surface Transportation Program (STP) for improvements to Lively Boulevard from Landmeier Road to Devon Avenue. In addition, funding applications were submitted for the Traffic Control Measure Program for two arterial roadway lighting projects. The first project is Busse Road from Devon Avenue to Landmeier Road. The second lighting improvement is the intersection of Arlington Heights Road and Higgins Road. This intersection has experienced several severe nighttime collisions and lighting improvements have been requested by area businesses. The Commission approved proceeding with the Arlington Heights and Higgins intersection lighting even if TCM funding is not received. Elk Grove Village's Economic Development ID-ROM has been selected as the winning entry in the International Economic Development Council's "Excellence in Economic Development Awards" The award category was Multi-Media Promotional Materials or Populations under 50,000. The members of the International Economic Development Council (IEDC) represents professionals from across North America and around the globe, and winners were selected by a panel of economic development experts from the public and private seci`ors. Nancy Carlson will accept the award later this month at the IEDC's annual conference in Oakland, California. Page 3 The drainage ditch east of Busse Road crosses Lunt Avenue, Pratt Boulevard and Arthur Avenue via twin arch corrugated steel culverts. The headwalls for the structures are deteriorated and in need of replacement. The structures are eligible for funding through the Highway Bridge Replacement and Rehabilitation Program (HBRRP). Project costs would be 80 percent Federal and 20 percent local. In conjunction with the structure improvements, the drainage areas would be improved to develop six (6) pocket parks. The Gateway Sign Program was discussed. Preliminary design will proceed to determine the number, size and location of remaining gateway treatments. The study will be presented to the Commission for approval prior to the development of contract plans. Enhancement improvements to the Village well sites within the Business Park will also be developed. The Commission requested that costs be developed with Central Illinois Railroad for improvements to the rail crossings of local streets within the Business Park. The improvements could be implemented with railroad sidewalk improvements. The meeting schedule for the Commission was discussed. The larger scope and implementation time frame for ICRC projects reduces the need for monthly meetings. It was recommended that the Commission meet on a quarterly basis. The Commission approved the revised meeting schedule. The next scheduled meeting for the ICRC is February 6, 2003. Subsequent meeting dates will be April 3, June 5 and October 2, 2003.
