Director Community Revitalization Nancy Carlson, Economic Development Officer Absent: Trustee Sam Lissner Bob Kleckauskas The Commission was updated on the status of ICRC projects: BUSSE ROAD INTERSECTIONS— The intersection improvements have been substantially completed with several punch list items remaining for completion in the Spring 2004. A median landscaping contract is being developed for the intersections with construction anticipated in May/June 2004. BUSSE TRANSIT CORRIDOR — Sidewalk construction along Busse Road from Mark Street to Landmeier Road has been completed. Bus shelters are anticipated to be installed in April 2004. Sidewalk construction from Landmeier Road to Oakton Street will begin in Spring 2004. LIVELY BOULEVARD AND OAKTON STREET IMPROVEMENTS — The project consists of the reconstruction of Lively Boulevard from Howard Street to Higgins Road, and the widening and resurfacing of Oakton Street from Bonnie Lane to Higgins Road. Lively Boulevard will be restricted to a one-way northbound operation during construction. A southbound detour will be established along Higgins Road, Busse Road and Howard Street. Bids for the project will be opened on February 12, 2004. Page 2 WILLOW CREEK BOX CULVERTS — The replacement of the box culverts at Arthur Avenue, Pratt Boulevard and Lunt Avenue has been approved by the State. Phase 2 design engineering will proceed on the project. The funding for the improvements are 80 percent State and 20 percent local. DEVON AVENUE AND TONNE ROAD — Right-of-way acquisition for the project has begun and a construction letting is targeted for later this year. STREET LIGHTING IMPROVEMENTS — The final phase of the local street lighting has been substantially completed except for six (6) locations which require ComEd power installations. The Arlington Heights Road and Higgins Road lighting has been designed and we are awaiting final approval by IDOT. STREET NAME SIGNS — Contract bids for the final phase of the Business Park Street Name Sign Program will be opened on March 4, 2004. The ICRC FY `04/'05 Budget was presented to the Commission. The budget includes nineteen (19) Capital Improvement Projects and reflects ongoing project studies and construction activities outlined in the ICRC Master Plan. The Commission was provided a project completion status and summary of the Revitalization Program funding levels. Discussion items included expenditures for street light maintenance, service agreements and the "Shop Elk Grove"booklet. The Commission approved the ICRC FY `04/'05 Budget with one member abstaining from the vote. The Commission discussed several new business items. The construction of sidewalks along vacant lots was discussed. The Commission requested that the ICRC program be utilized to construct sidewalk at these locations in conjunction with other Village projects. The property owner will be notified prior to construction and given the option to reimburse the Village for the construction costs. In lieu of reimbursement, the sidewalk cost will be recorded against the property payable at the time of development. The Commission also requested that a program be investigated for the improvement of rail crossings in the Business Park. The scheduled meetings of the ICRC for 2004 are June 3 and October 7. Special meetings will be scheduled as needed. The Commission will receive a Project Status Update in early May 2004. Nancy Carlson, Economic Development Officer Absent: Tom Farrell Bob Kleckauskas The Commission was updated on the status of ICRC projects: BONNIE LANE SIDEWALK - Completed except for minor sod repair. LANDSCAPE 2002 PROGRAM - The majority of the trees and shrubs have been planted. Landscape beds and the Bonnie Lane pocket park will be completed in the Spring. LIGHTING 2002 PROGRAM - Light foundations and cabling were installed along Touhy Avenue. The project is suspended until weather conditions improve. All work is scheduled for completion in August 2003. BUSSE ROAD AND DEVON AVENUE INTERSECTIONS - Devon Avenue widening, curb and gutter, and retaining wall have been completed. Construction will resume in March 2003 with a completion date of September 2003. BUSSE ROAD AND LANDMEIER ROAD — Project is scheduled for a March 7, 2003 contract letting with work beginning in April/May 2003. The construction cost of the two Busse Road intersections is $6,762,000. Page 2 BUSSE TRANSIT CORRIDOR - The project provides for construction of sidewalk along both sides of Busse Road from Devon Avenue to Oakton Street. Fourteen (14) bus shelters will be installed along the route. Work is targeted to begin in May/June 2003. LIVELY BOULEVARD AND OAKTON STREET IMPROVEMENTS - Lively Boulevard will be reconstructed from south of Oakton Street to Higgins Road. Oakton Street is being widened from Bonnie Lane to east of Seegers Avenue. Right-of-way for the project is being acquired. The project may be let in April 2003 subject to the acquisition of right-of-way. The ICRC FY `03/'04 Budget was presented to the Commission. The budget includes twenty-two (22) Capital Improvement Projects, which were reviewed and discussed by the Commission. The budget items reflect ongoing project studies and construction activities as outlined in the ICRC Master Plan. The Commission requested a project completion status and summary of the Revitalization Program funding levels. A project status update identifying completed and/or programmed improvements is attached. In addition, a summary of revenues and expenditures for the Revitalization Fund is attached. The Commission unanimously approved the ICRC FY `03/'04 Budget. Nancy Carlson updated the Commission on two ongoing marketing programs. The first project is the creation of the "Shop Elk Grove"directory, which includes a listing of retail outlets in the Business Park. The directory is nearing completion and will likely be distributed in the first quarter of 2003. The second item is retaining a media relations firm to develop a program to communicate the benefits of the ICRC Revitalization Program. A subcommittee of Trustee Petri, Jack Connelly, Ron Behm and Nancy Carlson will review proposals for the media relations' services. Firms selected by the subcommittee will make a final presentation to the Commission at the April 3, 2003 meeting. The Landscape and Lighting Program for 2003 was reviewed by the Commission. The Landscape Program will include plantings along American Lane, Delta Lane, Arthur Avenue, Lunt Avenue, Estes Avenue, Touhy Avenue, Chase Avenue, Fargo Avenue, Jarvis Avenue, Louis Avenue, Brummel Street, Crossen Avenue, Seegers Avenue, Garlisch Drive, Pagni Drive, Martin Lane, Pauly Drive, Joey Avenue, Randall Street, Kelly Street, Gordon Lane and Gaylord Street. The Lighting Program includes intersection lighting at Arlington Heights Road and Higgins Road. A new arterial route light fixture will be selected as part of this project. I Page 3 Planning Resources will begin design of well site improvements, as well as pump station enhancements. The improvements will be similar to those developed for the Residential Enhancement Program. Conceptual designs will be presented to the Commission at the April ICRC meeting. The Gateway Sign Program was discussed by the Commission. A combination of large and small gateway signs is proposed. The large signs will match existing signs on Tonne Road. The small signs will be post-mounted panels with brick paver base treatments. Landscaping options will be evaluated. The following sign locations are proposed: o Expressway sign - Interstate 90 at east end of Northwest Point o Large signs - Higgins Road (S) at Rose Garden Restaurant - Busse Road (W) south of Oakton Street - Busse Road (E) south of Mark Street o Small signs - Bennett Road (S) east of Arlington Heights Road - Oakton Street (S) west of Kent Street - Touhy Avenue (median) east of Tonne Road - Devon Avenue (S) east of Tonne Road - Elmhurst Road (W) south of Devon Avenue - Lively Boulevard (E) north of Thorndale Avenue - Mark Street at Village limit (smaller size) - Landmeier Road (S) west of Higgins Road - Elmhurst Road (W) south of Estes Avenue In lieu of the Landmeier Road and Elmhurst Road locations, the designer will evaluate a large sign on the south side of Higgins Road east of Elmhurst Road.
