MEETING MINUTES

The Commission was updated on the status of ICRC Projects:
BUSSE ROAD AND DEVON AVENUE INTERSECTION
The intersection work has been substantially completed. Traffic
signal installation and punch list work should be completed by mid-November 2003.
DEVON AVENUE WIDENING— BUSSE ROAD TO ELMHURST ROAD
The County has recently initiated Stage 2 of the roadway
construction with an anticipated completion this year. The construction of a retaining
wall and the north half of the box culvert at Willow Creek is underway. Completion of
the box culvert this year will be weather-dependent.
BUSSE ROAD AND LANDMEIER ROAD INTERSECTION
Roadway widening operations and the construction of sidewalk will
be completed early next week. The roadway surface course will be placed by mid —
October 2003 and traffic signal installation will be completed by December 2003.

BUSSE ROAD SIDEWALK AND BUS SHELTER IMPROVEMENTS
The project was awarded to Campobasso Construction in July
2003. Sidewalk and bus shelter pads between Mark Street and Landmeier Road are
under construction and are scheduled for completion by late November. Construction
operations will resume in May 2004 between Landmeier Road and Oakton Street. All
work will be completed by July 2004.
LIVELY BOULEVARD AND OAKTON STREET
Prefinal contract plans have been completed for the project. The
limits of the improvement have been extended south along Lively Boulevard to Howard
Street. Right-of-way acquisition for the project is proceeding with 4 of the 5 properties
acquired to date. The contract letting for the project is scheduled for January 2004.
Lively Boulevard will be restricted to a one lane operation during construction.
WILLOW CREEK BOX CULVERTS
The preliminary design studies, including the hydraulic study and
structural analysis of the corrugated metal pipe culverts, were submitted to the State for
review. The design recommendation is to completely replace the structures with cast-
in-place concrete box culverts. Preliminary design studies for the project will be
completed in Spring 2004.
DEVON AVENUE AND TONNE ROAD INTERSECTION
The preliminary contract plans for the project have been completed.
Land acquisition for 13 parcels is currently underway for the project. The Village has
obtained an additional $950,000 of Federal funding for the roadway construction and
right-of-way acquisition.
STREET LIGHTING PROGRAM
The final phase of the local route lighting program has been
completed. ComEd has provided service to the new lights at 13 of the 31 power
sources. Lighting systems along Lively Boulevard and Oakton Street will be installed as
part of future roadway construction projects.
ARLINGTON HEIGHTS ROAD AND HIGGINS ROAD LIGHTING
Contract plans have been submitted to the State and County for
intersection lighting at the intersection of Arlington Heights Road and Higgins Road.
The project will feature a new business park arterial street light fixture. The contract
letting for the project is targeted for February 2004.

STREET SIGN REPLACEMENT PROGRAM
The street sign replacement project has been initiated. The Police
Department is conducting an inventory of all signs within the business park.
WELL SITE AND GATEWAY ENHANCEMENTS
The well site and gateway enhancements will be designed over the
winter in order that the projects can be readied for contract lettings in the Spring 2004.
BUSINESS PARK TROLLEY TOUR
A trolley tour of the Business Park was held on September 18,
2003. Over 30 real estate brokers attended the tour.
MARKETING SURVEY
The Chaffee Group conducted a survey of 26 business leaders in
the Business Park. Three (3) key factors for business tenants are accessibility, costs
and Village services.
The next regularly scheduled meeting of the ICRC is February 5, 2004.
