The Commission was updated on the status of ICRC projects:
• ARLINGTON HEIGHTS AND HIGGINS ROAD STREET LIGHTING
Construction of the street lighting system has been completed and the lights
have been energized.
• WILLOW CREEK BOX CULVERTS
Contract bids for the project were opened by the Illinois Department of
Transportation. Eight (8) contractors submitted bids for the project. Martam
Construction was the apparent low bidder at $1,279,872. The culvert crossings
will be reconstructed at Lunt Avenue, Pratt Boulevard and Arthur Avenue.
Construction is expected to begin in late April or early May 2005. Each street will
be closed during construction of the box culvert.

• LIVELY BOULEVARD AND OAKTON STREET
The roadway construction operations have been completed for this project. Tree
planting will be completed in Spring 2005.
• LIVELY BOULEVARD— HOWARD STREET TO TOUHY AVENUE
Contract plans for the reconstruction of this section of Lively Boulevard have
been completed. Right-of-way acquisition is nearly completed and the project is
scheduled for a March 10, 2005 contract letting. Lively Boulevard will be
restricted to one-way northbound traffic during construction.
• DEVON AVENUE AND TONNE ROAD
Contract plans are being finalized for the intersection improvement. Right-of-way
acquisition for the project is nearly completed. The contract letting date is
dependent on State funding availability.
• LIVELY BOULEVARD— TOUHY AVENUE TO DEVON AVENUE
A preliminary design study for the last section of the roadway reconstruction
program will be initiated in early March 2005.
• WELL SITE AND GATEWAY ENHANCEMENTS
Planning Resources is developing contract plans for the construction of well site
and gateway improvements throughout the Business Park. A contract letting for
the project is scheduled for Spring 2005.
The /CRC FY `05!'06 Budget was presented to the Commission. The budget includes
nineteen (19) Capital Improvement Projects representing ongoing project studies and
construction activities outlined in the ICRC Master Plan. The Commission was provided
a summary of revenues and expenditures for the ICRC program. Discussion items
included land acquisition, capital projects and the marketing program. The Commission
unanimously approved the ICRC FY `05/'06 Budget.
The Commission discussed several new business items. The maintenance of parkways
within the Business Park was discussed. The need for modifications to the Tonne Road
intrusion bays should be evaluated as new truck rutting has appeared. The parkway
grass along the south side of Landmeier Road east of Tonne Road will be included in
the Public Works maintenance contract. The use of Cook County community service
workers to provide early spring debris cleanup should be evaluated. Pedestrian
enhancements should include the installation of additional bus shelters along Devon
Avenue between Tonne Road and Lively Boulevard.

The Commission discussed the installation of intersection lighting at the Meacham Road
and Nerge Road intersection. The proposed lighting system would enhance vehicle
operations and safety at this commercial intersection. The Commission requested that
the ordinance for the Industrial Commercial Revitalization Program be reviewed
regarding the use of ICRC funds for improvements to commercial areas outside the
Business Park.
The next scheduled meeting of the Commission is April 7, 2005.
