The Mayor updated the Commission on the status of the O'Hare Airport Expansion.
The Commission was updated on the status of ICRC projects:
• WILLOW CREEK BOX CULVERTS
Martam Construction has begun construction of the Lunt Avenue crossing. The
roadway has been closed, and the bottom slab and walls for the new box culvert
have been poured. It is anticipated that the roadway will be reopened to traffic by
the end of May 2005. The Pratt Boulevard crossing will be the next location top
be constructed.

• LIVELY BOULEVARD AND OAKTON STREET IMPROVEMENTS
The Contractor is completing tree planting and sod placement for the project.
• LIVELY BOULEVARD IMPROVEMENTS —HOWARD ST TO TOUHY AVE
Bids for the project were opened on March 24, 2005. Five (5) contractors
submitted bids for the project and the apparent low bidder was M.Q. Construction
at a cost of$1,988, 300. The project is anticipated to begin in late April or early
May 2005.
The two rail crossings south of Touhy Avenue and Chase Avenue have been
evaluated by DOT Rail Service. They propose to construct a prefabricated
concrete rail crossing at these locations. The rail crossing would be similar to the
Busse Road crossing south of Pratt Boulevard. The Commission approved
adding this work to the roadway contract.
• DEVON AVENUE AND TONNE ROAD
Right-of-way acquisition for the project will be completed in time for an August
2005 contract letting with one exception. The intersection design will be modified
to avoid right-of-way acquisition from parcel in the southwest corner. Utility work
will be undertaken during this construction season. The major roadway
construction will be accomplished during the 2006 construction season.
• WELL SITE AND GATEWAY ENHANCEMENTS
Well site and gateway enhancement designs are proceeding. A meeting is being
scheduled with IDOT to discuss permits for the installation of three (3) gateway
signs within State right-of-way. Planning Resources has developed a concept
design for use on restricted right-of-way sites or in locations where illuminated
signage would not be appropriate. Concept drawing for the signs were
presented to the Commission for review and approval.

The Northwest Municipal Conference has a call for new projects eligible for Surface
Transportation and Traffic Control Measure funding. The Commission reviewed
applications for five (5)projects which would enhance the Village's arterial street system
and reduce traffic congestion for Business Park users. The projects would receive
seventy (70) percent Federal funding for construction. The local match would be a
combination of Cook County Highway Department, DuPage Division of Transportation
and ICRC funds.
The proposed projects would include the following:
• Arlington Heights Road and Devon Avenue Intersection Improvement
• Busse Road Intersection Improvements at Greenleaf Avenue and Pratt
Boulevard
• Biesterfield Road Ramp Intersection Improvements at Interstate 290
• Arlington Heights Road Intersection Improvements at Landmeier Road and
Oakton Street
• Bus Shelter Enhancements at various locations along Touhy Avenue, Devon
Avenue and Higgins Road
The next scheduled meeting of the Commission is October 6, 2005.
