Director Community Revitalization Absent: Jack Connelly Tom Farrell John Gullo Ed Ruskowski The Commission was updated on the status of ICRC projects: • WILLOW CREEK BOX CULVERTS The box culverts at Lunt Avenue and Pratt Boulevard have been completed. The roadway surface course has been placed and landscaping is being installed. Pocket park benches will be installed later this month. Arthur Avenue is closed to traffic while the box culvert construction is completed. The roadway is scheduled to be opened by the end of October 2005. Landscaping at Arthur Avenue will be installed in Spring 2006. • LIVELY BOULEVARD IMPROVEMENTS— HOWARD ST TO TOUHY AVE Roadway reconstruction from Touhy Avenue to Landmeier Road, including two rail-crossing improvements has been completed. Parkway sodding and the final surface course will be completed by the end of October 2005. The section north of Landmeier Road to Howard Street is under construction with work scheduled for completion in mid-November 2005. Page 2 • DEVON AVENUE AND TONNE ROAD Bids for the project were opened on August 5, 2005 and the State has awarded a contract to Alliance Contractors for $2,459,115. Utility relocations will occur this year with construction of the roadway improvements beginning in March 2006. • WELL SITE AND GATEWAY ENHANCEMENTS Well site and gateway enhancement designs are being revised. Contract lettings for this work are anticipated this year. Material fabrication will occur over the winter months and construction operations would begin in the Spring 2006. • LIVLEY BOULEVARD— DEVON AVENUE TO TOUHY AVENUE Phase 1 engineering studies have been completed and the State has approved a Public Hearing for the project. The meeting is scheduled for October 19, 2005 from 11 AM to 2 PM at the Greenleaf Fire Station. The project will include the reconstruction of rail crossings along Lively Boulevard and on Devon Avenue west of Lively Boulevard. The proposed transportation program for the Northwest Municipal Conference was reviewed with the Commission. ICRC projects included in the program include: ➢ Bus Shelter improvements at fifteen (15) locations along Devon Avenue, TouhyAvenue, and Higgins Road. ➢ Right-of-way acquisition for the Lively Boulevard improvement from Devon Avenue to Touhy Avenue. ➢ Intersection improvements at Arlington Heights Road and Devon Avenue. ➢ Construction and construction engineering for the Lively Boulevard from Devon Avenue to Touhy Avenue. Funding for these projects has been secured from Federal, State and County sources as noted below. ➢ Federal(STP or TCM) $4,800,000 ➢ State $ 226,400 ➢ Cook County $ 781,000 ➢ DuPage County $ 260,000 ➢ ICRC Program $2,034,600 Page 3 The following ICRC projects were placed on the Conference's multi-year list and would likely be approved by the Conference as future STP funding is made available: ➢ Busse Road Lighting— 3 sections ➢ Busse Road Intersection Improvements at Pratt Boulevard and Greenleaf Avenue ➢ Biesterfield Road Improvements at Interstate 290 ramps The Commission authorized the initiation of Phase I engineering studies for the Arlington Heights Road and Devon Avenue Intersection. In addition, design studies should be implemented for the Busse Road at Pratt Boulevard and Greenleaf Avenue Intersection Improvements. Conceptual studies to determine the scope of improvements for Biesterfield Road at the Interstate should also be implemented. The Village and Cook County Highway Department have developed an agreement to improve the Arlington Heights Road intersection at Oakton Street and Landmeier Road. The Commission approved the implementation of Phase 2 design engineering for this project. The unincorporated land parcels remaining in the Business Park were discussed. The Commission will explore actions which may be taken to aid in the development of these parcels at the next ICRC meeting. The next scheduled meeting of the ICRC is January 12, 2005. It is noted that the meeting date was postponed one week to the second Thursday in January. The main agenda item for the meeting will be the 2006-2007 Budget.
