Glass, Chairman Fred Geinosky, Secretary Charles Henrici John Meyers George Mullen David Paliganoff Paul Ayers Absent: Tom Parker Pat Feichter Staff: Renee M. Farrell , Administrative Assistant Earle Kracht, Building Inspection Supervisor Petitioners: Reverend Schindel , Christus Victor Lutheran Church Bob Gudmundson, Cowley, Gudmundson, Leder, LTD. Chairman Glass called the meeting to order at 8:10 p.m. Item A: Christus Victor Lutheran Church Revised Landscaping Plan Reverend Schindel stated that the revised plan contains additional plantings of upright arborvitaes on the north end of the parking lot. The Reverend stated that this type of plant provides the screening needed to shield headlights from residential homes adjacent to the parking lot. The Reverend further noted that the plantings on the revised plan have been installed as shown. Commissioner Paliganoff and Commissioner Meyers expressed dissatisfaction regarding the quality and installation of the plantings. In addition, Commissioner Paliganoff was disappointed on the lack of sodding for the berm and the current conditions of weeds growing on the berm. Reverend Schindel stated that Bertholds Nursery and members of the church performed the installation of the plantings. Reverend Schindel also noted that the berm will be re-seeded and treated with weed killer to terminate weed growth. Commissioner Meyers stated that the installed plantings were immature and insufficient to provide the necessary screening of the parking lot. In addition, Commissioner Meyers stated that the church should have approached the Village with the revised plan before installing the plantings. Chairman Glass stated that it was not the intention of the Plan Commission to have the church provide mature plantings when the original plan was approved. Plan Commis(,n M- . .tes C January 6, 1993 Page 2 After further deliberation Commissioner Ayers motioned to recommend to the Village Board to approve the revised landscaping plan. Commissioner Henrici seconded the motion. Upon voting, six(6) AYES were counted with one(1) NAY from Paliganoff (Parker, Feichter ABSENT) . Item B: Super Kmart - Final Plat of Subdivision, Final Landscaping and Screening Plan Chairman Glass questioned Gudmundson if he had any problems in complying with the twelve(12) requirements to the plat of subdivision as outlined in Al Boffice's memorandum dated January 6, 1993. Gudmundson stated that those twelve(12) items will be included on the plat of subdivision. Commissioner Mullen motioned to recommend to the Village Board to approve the final plat of subdivision conditional upon revising the plan to include the twelve(12) requirements as stated in Al Boffice's January 6 memorandum. Commissioner Geinosky seconded the motion. Upon voting, all AYES, (Parker, Feichter ABSENT) . The motion carried unanimously. Gudmundson then presented the final landscaping and screening plan. Gudmundson stated that the plan shows the 5 to 7 foot berm on the north and west side of the property as well as an eight(8) foot fence on top of the berm. The fence will be provided with a gate to allow for egress and ingress to both sides of the fence. The gate will have a lock on the Kmart side of the fence to prevent trespassing. Gudmundson noted that the fence is continuous and is supported by 12" to 15" stilts where the berm slopes downward adjacent to the detention basin. Gudmundson also noted that the two(2) requirements from Boffice's January 6 memorandum will be included on the final plan. Those modifications include the extension of the fence terminations to enclose the lot and clarify where the berm will be sodded or seeded. Commissioner Meyers questioned the safety especially to children where there is a oap under the fence. Commissioner Meyers inquired if a barrier could be placed in the openina. Gudmundson stated that a barrier could be provided that would allow the free flow of water. Commissioner Henrici questioned the specific height of the berm within the 5 to 7 foot parameter. Gudmundson stated that 70% of the berm will have a height between 6 to 6 and half feet. The berm will be close to 5 feet in height where the ground level is already high (close to Biesterfield Road) . Gudmundson further noted that the variations in the height of the berm will be gradual . Commissioner Henrici questioned the height of the top of the fence in relation tq the asphalt of the driveway. Gudmundson stated the height will be approximately 10 to 11 feet. Plan Commisk i M- .tes January 6, 1993 Page 3 Commissioner Meyers asked where the berm will be seeded or sodded. Gudmundson stated that the berm will be sodded on the residential side of the fence and on the building frontages. The berm will be seeded on the Kmart side of the fence behind the buildings. Commissioner Henrici questioned if a variation is needed for the eight(8) foot fence. Farrell stated that a variation is not needed as the fence is considered screening and only needs approval as such. A member from the audience questioned the type of fence to be installed. Gudmundson stated that the type of fence will be clarified on the plan. After further deliberation, Commissioner Mullen moved to recommend to the Village Board to approve the final landscaping and screening plan conditional to the following revisions: - to show the proper fence terminations; - to clarify the sections of the berm that are seeded or sodded; - to indicate the type of wooden fence; - to indicate the location of the gate; and - to show a barrier in the opening under the section of fence directly adjacent to the detention basin. Commissioner Paliganoff seconded the motion. The motion carried unanimously (Parker, Feichter ABSENT) . Adjournment: Commissioner Mullen made a motion to adjourn the meeting.
