PLAN COMMISSION MINUTES
May 19, 1993

Chairman Glass called the meeting to order at 8:12 p.m.
Item A: Checkers Restaurant - Special Use Permit, Docket 93-1 Public
Hearing
The petitioners were sworn in be Secretary Geinosky.
Olson entered pictures of the typical Checkers restaurant into the
record. Olson stated that in the Chicago metro area 25 stores are in
operation. The Checkers Restaruant is a small building with little
parking, outdoor seating, and has a limited menu. A car is on and off
the site within one (1) minute.
Olson explained that the Checkers Restaurant will have a double
drive thru, one drive thru on both sides of the building. The hot side
will service 60% of the traffic from the drivers window. The low side
will be used during the peak hours from 11:30 a.m. to 1 :00 p.m. and 5
p.m. to 7 p.m. Since the low side services the passenger side window a
Checkers employee will be stationed outside during peak hours to assist
customers.
Olson stated that the building will be 68 feet in length and 17
feet wide. The lot size is 40,667 square feet which is 2 to 3 times
larger than other Checkers lots. There are 32 parking spaces planned
which exceeds the 15 spaces required by ordinance.
Olson stated that there will be more than sufficient landscaping
and that the dumpster is located to the rear of the site. The building
is 15 feet in height and has a non-combustible steel roof. The
building will be faced with half black and white ceramic tile and half

stucco dryvit material . Olson noted that they will comply with all
Village signage requirements.
Commissioner Ayers questioned the safety of the individual
assisting cars on the low side drive thru. Grey stated that the
sidewalk on that side of the building is wider to accomodate the
individual and that there have been no problems at other stores.
Commissioner Ayers questioned when deliveries will be made to the
site. Grey stated that deliveries are from 7 a.m. to 10 a.m.
Commissioner Paliganoff questioned the general operations of the
restaurant. Olson stated that the hours of operation are between 10
a.m. to 2 a.m. Approximately 45 employees will work the restaurant in
three (3) shifts. All employees will be instructed to park at the rear
of the lot. Olson noted that a majority (90%) of their business will
consist of drive thru service. There will be a pick up window
designated for those who wish to utilize the outdoor seating.
Commissioner Paliganoff questioned the ingress/egress to the
site. Grey stated that there are two points of egress/ingress; one on
Busse and the other on Oakton. However cars traveling northbound on
Busse will not be able to access the site. In addition cars traveling
westbound on Oakton will need to turn left onto Busse and enter the
site at the Busse entrance. Cars headig westbound on Oakton can not
access the site at the Oakton entrance.
Grey offered the information that Checkers Restaurant has never
reached the maximum car stacking space due to their fast service. Grey
stated they expect a profit of $25,000 per week at this location.
Commissioner Paliganoff questioned who is the owner of the
property. Grey stated that Chicago Double Drive Thru Inc. is the owner
that is leasing the building to Checkers Restaurant.
Commissioner Mullen questioned if the petitioner plans to remove
the landscaped islands on the landscape plan per the comments from the
Engineering and Community Development Director. Olson stated those
islands will be removed.
Commissioner Meyers stated that he is familiar with Checkers
Restaurants and expressed dissatisfaction with the proposed parking lot
design. Commission Meyers felt that the proposed parking lot has
conflicting traffic patterns and suggested that the configeration of
the double drive thru be altered so that both drive thru lanes enter
directly south of the restaurant.
Commissioner Henrici questioned if there were easements in place
for ingress and egress between the Sixpence Inn and the restaurant.
Chairman Glass recessed the public hearing at 9:05 p.m.
Chairman Glass reconvened the public hearing at 9:13 p.m.

Olson submitted for the record the plat of easement allowing
ingress and egress between the lots.
Chairman Glass stated that the site plan should be revised to
address the concerns of the Plan Commission. In addition to altering
the drive thru, Glass noted that the configeration of the parking lot
and entrances from Busse and Oakton could create a traffic hazard.
Glass specifically noted that cars leaving the drive thru lanes are
merging into traffic going in opposite directions. Olson stated they
will revisit the site plan and make the necessary revisions to appease
the Plan Commssion. Olson noted that signage and painted arrows would
eliminate some of the parking lot traffic concerns.
Commissioner Geinosky questioned why the petitioner chose this
site. Olson stated that many sites were researched and that this site
was the most appropriate and promising site.
Chairman Glass asked if there were any comments from the
audience. No members of the audience spoke.
Chairman Glass noted that this item will be on the June 2 agenda.
Chairman Glass closed the public hearing at 9:30 p.m.
Adjournment
Commissioner Paliganoff made a motion to adjourn the meeting.
Commissioner Meyers seconded the motion. Upon voting, all AYES.
Chairman Glass adjourned the meeting at 9:40 p.m.
