Chairman Glass called the meeting to order at 8:07 p.m.
Item A: Checkers Restaurant - Special Use Permit, Docket 93-1
Olson stated that revisions were made to the site plan to include
direct double drive thru lanes and the addition of signage and
directional arrows to better direct the flow of traffic.
Albanac stated the following reasons for selecting the proposed
site for the restaurant:
- His knowledge of the Village of Elk Grove and the
fast food industry. He has successfully developed
McDonalds franchises in the area.
- The benefits of being on the west side of Route 83.
Albanac noted that this is necessary to attract
customers at expected peak time periods.
Commissioner Geinosky questioned Albanac regarding the expected
volume of the franchise. Albanac stated that the Checkers will be open
from 10 a.m. to 2 a.m. , with two peak traffic periods during the lunch
hours and evenings after 5 p.m.
Commissioner Geinosky expressed concern over accessibility to the
site and internal traffic flow in the parking lot. Albanac reassured
the Plan Commission that all necessary steps will be taken to

facilitate the flow of traffic (i .e. signage arrows, directional
assistant. ) as indicated on the revised site plan.
There was discussion on the elimination of parking stalls directly
across from the exiting drive thru lanes , however, it was noted that
those stalls are also used for motel parking.
Chairman Glass requested comments from staff on the proposed plan
which included a recommendation by Alan Boffice to remove two landscape
islands in the parking lot and replace them with parking spaces .
Commissioner Henrici stated that he would prefer those islands to
be merged into one large landscaped island given the over-abundance of
proposed parking stalls on the site.
Commissioner Meyers questioned how traffic would resume onto
northbound Busse Road. Olson stated signage directing traffic for this
purpose will be installed on the site.
Commissioner McAllister expressed concern of possible traffic
congestion from the motel during checkout times. Albanac stated that
the checkout traffic from the motel will not coincide with the peak
hour traffic from the restaurant as the checkout times are usually
earlier in the morning.
Commissioner Henrici moved and Commissioner Meyers seconded to
recommend that the Village Board grant the Special Use Permit with a
minor modification to the site plan to merge the two landscape islands
into one. Upon voting all AYES (Parker, Feichter: ABSENT) . The motion
carried unanimously.
Chairman Glass requested that staff look into the possibility of
quarterly joint meetings with the Plan Commission and Judiciary,
Planning and Zoning Committee.
In addition, Chairman Glass requested that Staff arrange a special
meeting with the Judiciary, Planning and Zoning Committee on July 7.
Adjournment:
Commissioner Paliganoff moved and Commissioner Ayers seconded the
motion to adjourn the meeting. Upon voting, All AYES (Parker,
Feichter: ABSENT) . Chairman Glass adjourned the meeting at 8:48 p.m.

SUBJECT: Finding of Fact - Special Use Permit
To allow Checkers Restaurant in an I-1 Zoned District
The Village has been petitioned by Checkers Restaurant, for a
Special Use Permit to construct a Checkers Restaurant in an I-1 zoned
district located at the southwest corner of Busse and Oakton.
Restaurants are permitted in industrial zoned districts as a special
use. A Special Use Permit was previously approved for a restaurant
with the plans for the Six Pence Motel , but that permit expired on
April 24, 1989.
The Plan Commission held a public hearing on the proposed Special
Use Permit on May 19, 1993. In addition, a meeting was held on June 2,
1993 to consider the Special Use Permit.
At the Public Hearing it was learned that the Checkers Restaurant
will be 1 ,156 square feet and operate a double drive thru window
service. The second drive thru lane will only be used during peak
hours and service cars from the passenger side window. A Checkers
employee will be stationed outside during those times to assist
customers using that drive thru lane. Approximately 90% of their
business is expected to utilize the drive thru service.
It was learned that the 17 x 68 foot restaurant will have outdoor
seating only and serve fast food from a limited menu. Approximately 32
parking spaces are planned for the location which exceeds the 15 spaces
required by ordinance.
There are two points of egress/ingress planned for the location;
one off Busse Road and the other off Oakton Street. It was learned
that cars traveling northbound on Busse Road and westbound on Oakton
Street will not be able to readily access the site due to roadway
barriers. However, Checkers is confident that the limited access will
not be a detriment to their business .
At the Public Hearing the Plan Commission expressed
dissatisfaction with the internal traffic flow and potentially
hazardous drive thru configuration. The petitioner revised the plans
to include directional signage and pavement markings to better direct
the flow of traffic. In addition, the drive thru lanes were
reconfigured so that both lanes enter on a direct approach to the
restaurant.
Finally, the Plan Commission suggested that the two landscaped
islands on the east side of the parking lot be merged into one
landscaped island since there is an over abundance of proposed parking
stalls. This would eliminate two(2) of the proposed parking stalls.
Upon further deliberation, the Plan Commission voted unanimously
(Feichter, Parker; ABSENT) to recommend that the Village Board grant
the Special Use Permit for a Checkers Restaurant in an I-I zoned
district with a minor modification to the site plan to merge two of the
landscaped islands into one.
