Chairman Glass called the meeting to order at 8:05 p.m. Item A: Lexington Homes Development Plans Neeley presented the Plan Commissioners a packet of information on the proposed development. Neeley gave some background information on Lexington Homes and explained the proposed use for the 49 acre site at Biesterfield and Rohlwing Roads. Neeley reviewed the packet of information which contains locations of public utilities, a fiscal impact analysis and a general discussion of the development. Neeley stated that 352 units are planned of which 240 are manor homes/coachhomes and 112 are townhomes. The gross density for the project is 7.18 units per acre. The manor/coachhomes are between 1,000-1,500 square feet and will sell for $100,000 - $135,000. The townhomes are 10350-1,650 square feet and will sell for $147,000 - $170,000. Neeley stated that the Towne Place development in Schaumburg is similar to the design proposed for Elk Grove. Neeley gave a slide presentation on the plans for the 5.9 acre wetland on the site. Lexington plans to mitigate the wetland and plant high quality vegetation. Commissioner McAllister questioned if the development will be able to mitigate a 100 year storm. Neeley stated that the development will be designed to meet the stormwater flow for the site. Plan C(unissiou Minutes ` October 20, 1993 Page 2 Commissioner McAllister questioned if they plan to install a traffic signal on Rohlwing Road. Keeley Stated that they will perform whatever traffic improvements are necessary according to the traffic study. At this time the traffic study is not complete. Burton stated that the majority of the townhomes will have 2 car garages and the coachhomes/manor homes 1 car garages. In addition, there will be .25 parking spaces per unit. Commissioner Parker questioned the size of the park. Keeley stated that the park is 5.6 acres and meets the Village's 10% land donation requirement. Keeley stated that the plan calls for a walking path and other recreational amenities. Commissioner Parker questioned if Lexington revised their plans according to staff comments. Keeley stated that the entryways will be increased to 37 feet as requested by the Director of Engineering and Community Development. In addition Keeley stated that the plan calls for a limited number of "eyebrows" (slight cul-de-sacs) in reference to a concern expressed by the Director of Public Works. Commissioner Parker questioned what the typical home buyer profile is for this kind of development. Keeley stated that the typical home buyer is a single young professional with no dependents. Commissioner Ayers questioned if there would be a clubhouse or pool for the development. Keeley stated there are no plans for a clubhouse or pool. Commissioner Ayers questioned how the open space figure was calculated. Keeley stated that the open space calculation is void of paved right of ways and driveways and includes only green space. Commissioner Ayers expressed a dislike for the parking design especially for coachhomes. Commissioner Ayers stated the would like to see additional parking for the coachhomes. Commissioner Ayers also expressed a desire for a berm adjacent to the small pond near I-290 to prevent flooding. Burton stated that they will consider this if grading specifications require a berm. Commissioner Paliganoff stated that noise and additional parking was his biggest concern. Commissioner Paliganoff also stated that the development needs to be buffered from the commercial center on the corner of Rohlwing and Biesterfield Roads. Commissioner Paliganoff questioned the time line for the project. Keeley stated the project is expected to last two to three years. Commissioner Meyers expressed a dislike for the parking design of the Towne Place development in Schaumburg of which he is familiar. Commissioner Meyers also thought the proposed development for Elk Grove is too dense and should be, reduced to 5 or 6 units per acre. Plan Imission Minutes October 20, 1993 Page 3 Commissioner Henrici requested additional information on the specific elevations of the pond areas. Commissioner Henrici also questioned if the ponds are wetlands. Neeley stated that the small ponds are not wetlands and additional information on the pond elevations will be presented to the Plan Commission. Commissioner Henrici questioned if the buildings would be placed on wetlands. Neeley stated that portions of some buildings are planned to be placed in mitigated areas. Commissioner Henrici expressed a desire to view the exact components for Lexington's open space calculations. In addition, Commissioner Henrici stated that screening should be provided along I-290 and the commercial area. Commissioner Feichter expressed general concern with the density of the units, parking design, noise, screening of I-290 and the commercial area, traffic improvements and the impact on the wetland. Commissioner Geinosky questioned if Lexington plans to request for any variations. Neeley stated the only variation in mind is a waiver of the provision for alleys in the Municipal Code. Commissioner Geinosky questioned if the petitioner consulted with the Army Corps of Engineers. Neeley stated that preliminary studies with the Army Corps of Engineers have been performed. Commissioner Geinosky questioned the distance of the most eastern small pond to I-290. Neeley stated that the distance is not exact on the preliminary drawings. Neeley added that they will need to contact IDOT to obtain approval for the pond location. Commissioner Geinosky questioned if they plan to connect the proposed roadway to the southern property. Neeley stated that they plan to tie into the southern roadway as requested by staff. Commissioner Geinosky questioned if pedestrian cut through traffic is a concern. Neeley stated that it is not a concern. Commissioner Geinosky questioned if the wetland will provide a breeding round for pests. Neeley stated that once the mitigated wetland achieves a natural balance there will not be a pest problem. Commissioner Geinosky echoed the concerns of other Plan Commission members on density, parking, noise and screening. Chairman Glass stated that the petitioner should look to connect the proposed park with the two(2) acre Village-owned parcel directly to the southwest of the site. Chairman Glass also stated that a variation will be needed for the 50 foot right-of-ways planned for the interior roadways of the development. Plan Lanissiou Minutes \ October 20, 1993 Page 4 Chairman Glass expressed a concern for additional off-street parking and the density of the site. Chairman Glass suggested some kind of fencing be installed to eliminate the glare of street lights along I-290. In addition Chairman Glass mentioned the possibility of an elevation problem for those buildings that are tucked in the corner of the expressway ramp and Biesterfield Road. Farrell mentioned that this site is being considered for the location of a planned elevated water storage tank. The location of this facility may have an impact on the overall design of the development.
