Pye, Assistant Village Engineer PETITIONERS: Steve Sussholz, Architect Pat Justice, North Suburban Clinic Christine Piktin, Architect Chairman Glass called the meeting to order at 8:05 p.m. Item A: North Suburban Clinic Screening Plan Sussholz stated that the screening plan pertains to a property located 600 feet east of Biesner on the south side of Biesterfield Road. The property is currently owned by Alexian Brothers Medical Center and will be sold to the North Suburban Clinic to construct a facility for general medical practice. The approximate size of the property is 2 acres. There are three residential property owners adjacent to the site. Sussholz stated that the proposed screening plan includes an 8 foot fence on the south end of the property which wraps around to rover. 50 feet of the west property line. Sussholz noted that Village staff recommends a 1 1/2 to 2 foot berm be placed under the fence at the south end of the lot. Chairman Glass questioned if the petitioner had spoken with the adjacent property owners. Sussholz stated that no contact had been made. Commissioners Feichter and McAllister questioned how long it would be until the proposed trees offer adequate shading. Sussholz stated that the 12 foot honey locust trees would offer immediate shading with substantial growth in 2-3 years. Commissioner Geinosky inquired as to the hours of operation at the clinic. Justice stated the clinic would be open until 9:00 P.m. two c c nights a week with regular hours until 5:30 p.m. on week days and 1 :00 p.m. on Saturday. Commissioner McAllister inquired about a possibility of an addition to the facility. Sussholz stated that there are plans for a 2,400 square foot, addition to the north sometime in the future. Commissioner Paliganoff questioned if reducing the depth of the exterior parking stalls to 17 feet deep would reduce the total number of stalls in the lot. Sussholz stated that the total number of stalls would remain at 117. After further deliberation, the consensus of the Commission was to consider the screening plan at the December 1 Plan Commission meeting subject to the petitioner conferring with the three adjacent property owners on the following two options: 1. The construction of an 8 foot fence only at the south property line; or 2. The construction of a 1 1/2 to 2 foot berm and 8 foot fence on top of the berm at that location. Chairman Glass noted that if the adjacent residents are undecided on these options the consensus of the Commission prefers the 8 foot fence only. A vote on the screening plan will be taken at the December 1 Plan, Commission meeting once the decision from the adjacent residents is known. The consensus of the Commission was to cancel the December 15 Plan Commission meeting. Adjournment: Commissioner Ayers motioned to adjourn the meeting. Commissioner Paliganoff seconded the motion. The motion passed unanimously. Chairman Glass adjourned the meeting at 8:45 p.m. Respectfully submitted, 7 Scott R.
