PLAN COMMISSION MINUTES
January 5, 1994

Secretary Geinosky called the meeting to order at 8:05 p.m.
Item A:Rosati 's Screening Plan
Secretary Geiresky stated that the screening plan provides
screening for the new Rosati 's restaurant in the form of a wood
stockade fence along the north property line as required by ordinance.
Secretary Geinosky explained the recommendation from staff to
provide an additional 90 feet of fence along the east property line.
Secretary Geinosky further stated that Rosati 's has objected to staff's
recommendation because this additional screening is not required,
security of the building would be threatened, maintenance between the
chain link fence of the day care center and the recommended fence would
be a problem and finally the fence would not add to the aesthetics of
the building.
Farrell stated that the primary reason for the fence is to provide
a barrier for those children in the playground area from the noise and
activity of vehicles using the rear driveway. Farrell further noted
that there are similar fences in the Village that are back to back and
there have been no maintenance problems reported. In addition, other
developments with fences along the perimeter of their property have not
reported security problems.
Commissioner Ayers questioned when Rosati ' s plans to open.
Lucchese stated that they plan to open as soon as possible. Lucchese
further noted that they were forced to move by the new owner of the
shopping center at their current location.

Commissioner Plaiganoff questioned if Lucchese contacted the day
care center on the screening plan for the property. Lucchese stated
the day care center express concern and mentioned that they may install
some shrubbery on the west side of their lot.
Commissioner McAllister questioned if a hedge would provide
adequate screening. Farrell stated that a fence would provide the most
effective screening.
Commissioner Ayers stated that he prefers a dense evergreen hedge
that will provide an opaque screening all year long with a minimum
height between four to five feet be placed along the chainlink fence
area adjacent to the paved rear driveway only.
Farrell questioned if they plan to build an addition to the north
of the restaurant which is now vacant green space. Lucchese stated
they have no plans to expand to the north and to do so would require a
variation from the Village' s setback requirements.
Farrell noted that if an: expansion does occur the building
addition would not be screened from the day care center if the Plan
Commission were to require screening only along the current rear
driveway portion of the east property line.
After further deliberation the Plan Commission voted to approve
the Rosati ' s Screenirq Plan conditional upon the inclusion of an
opaque, preferably evergreen, hedge of a minimum height between four to
five feet that will provide dense screening year round, be located
along the east property line where the rear driveway and chain link
fence of the existing day care center are parallel . Upon voting, all
AYES (Glass, Parker, Henrici , Meyers ABSENT) . The motion carried
unanimously.
In addition, the Plan Commission voted to reserve the right to
consider additional screening if there is a building addition to the
north of the restaurant. Upon, votinq, all AYES (Glass, Parker,
Henrici , Meyers ABSENT) . The motion carried unanimously.

Commissioner McAllister motioned and Commissioner Meyers seconded
to adjourn the meeting.
