PLAN COMMISSION MINUTES
March 2, 1994

Chairman Glass called the meeting to order at 8:07 p.m.
Item A: Spruce Meadow Recommendation
The Plan Commission discussed the recommendations for the Spruce
Meadow Subdivision.
Commissioner Ayers moved and Commissioner Meyers seconded the
motion to approve the recommendations to the Village Board regarding
the Spruce Meadow Subdivision. The motion passed unanimously
(Feichter, Geinosky, Paliganoff ABSENT) .
Item B: Lexington Homes Annexation, Rezoning & Special Use Permit
Neeley stated that an additional 13 parking spaces were added to
the development bringing the total up to 97 spaces. In addition, all
guest parking is moved off of the right-of-way.
Neeley noted that the revised plans include recommendations 2, 3,
5, 6 and 7 as stated in Boffice's March 1 report (attached). Neeley
noted that Lexington requests it variation for the Windham
Lane/Hawthorne Lane street jog which measures less than 125 feet center
line to center line (reference #1 in March 1 report) .

Neeley also noted that the meandering sidewalk along Rohlwing Road
is for aesthetic appeal and is preferred to a vertical sidewalk along
Rohlwing Road.
Neeley stated that the minimum distance between buildings to the
I-290 pavement is 142 feet. Sound studies performed on site indicate
that with the proposed sound insulation, the interior sound level for
buildings closest to I-290 will reach an interior sound level of 41 to
44. Federal regulations require a level of 45 or below.
Neeley noted that the proposed berm and landscaping along I-290
will not have an affect on mitigating noise from I-290. The berm will
have a height of 2 to 5 feet. Plantings in this area will have an
initial height of 6 to 10 feet and reach 50 to 60 feet at full maturity
with a 25 to 30 foot spread. Trees are expected to reach a full
maturity in 30 to 40 years. In 5 years a noticeable difference in
screening will be apparent. It was noted that the buildings will have
a height of 31 feet.
Commissioner Meyers questioned if basements will be built for the
development. Neeley stated that the buildings will have no basements.
Commissioner Henrici questioned if the developer plans to improve
the proposed level of sound insulation. Neeley state that they may
increase the level of sound glazing in windows which will show a slight
reduction in the interior sound level .
Commissioner McAllister expressed a concern for those buildings
that have adjoining driveways and if snow will be stored in these
areas. Neeley stated that there will be little if any snow stored in
these areas. In addition, Neeley showed the Plan Commissioners the
design plans for Talbots Mill which has similar adjoining driveways
between buildings.
Chairman Glass questioned if staff has a problem with the
meandering sidewalk along Rohlwing Road. Boffice stated that this is
not a problem.
Commissioner Ayers stated that there appears to be not enough
guest parking spaces for the south portion of the development. Burney
stated that the number of visitor parking spaces meets the requirements
of the Village's zoning ordinance.
Chairman Glass questioned the Commissioners location preference
for the water tower site. Commissioners Ayers and Henrici preferred
the southeast corner. Commissioner McAllister preferred the northwest
corner. Commissioner Meyers prefers the Wal-Mart site and not the
Zirko Farm site. Chairman Glass stated his preference for the
southeast corner.
Chairman Glass stated his approval for the proposed rezoning of
the site and to the common open space reduction. Glass questioned if
staff had a problem with the Windham Lane/Hawthorne Lane street jog.

Boffice stated that due to the low traffic and clear visibility a
variation to allow the street jog is not a problem.
Chairman Glass stated that in addition to the berm and landscaping
along I-2.90 a solid fence should be installed to ensure safety and
provide for privacy of those buildings adjacent to I-290.
Commissioners Henrici and Meyers did not like the fence idea due to the
maintenance problems a fence would present.
Chairman Glass questioned if the additional parking spaces had any
impact on the common open space amount. Neeley stated that the impact
is negligible.
Commissioner Henrici questioned if the Fire Department approved of
the proposed street names. Neeley state that the names are under
review by the Fire Department.
Chairman Glass called for a 10 minute recess at 9:27 p.m.
The meeting reconvened at 9:37 p.m.
At this time Commissioner Henrici received an urgent call and had
to leave the meeting.
Due to a lack of quorum the consensus of the Plan Commission was
to adjourn the meeting.
Adjournment:
Commissioner Ayers moved and Commissioner Meyers seconded the
motion to adjourn.
Chairman Glass adjourned the meeting at 9:45 p.m.

- REVISED PRELIMINARY PLAT
- RESPONSE TO STAFF COMMENTS
We have reviewed the revised materials for the subject
development and offer the following comments:
Preliminary Encgineel-ing Plan
Most of the preliminary engineering concerns have been
addressed in Lexington 's February 21, 1994 response to
the Village. Items that remain or have arisen include
the following:
1) A variation will be required for the Windham
Lane/Hawthorne Lane street jog which measures less
than 125 feet centerline to centerline.
2) We recommend tihat the Plan Commission approve the
landscaping of the guest parking "overhang" areas
which will reduce the required depth of paving from
19 feet to 17 feet.
3) Additional guest parking is required near
Huntington Court. Add 2 spaces to the guest area
on Huntington Drive just east of Huntington Court
and 2 spaces on Windham Lane just south of
Huntington Drive.
4) Any Plan Commission recommendation should
specifically include the approval of the public
sidewalk located outside of the right-of-way along
Rohlwing Road.
5) Three driveways (NE corner Huntington and Hawthorn,
NE corner Huntington and Westminster West) need
minor alignment_ revisions to further remove them
from their proximity to intersections.

6) Realign Charlela Lane right-of-way and pavement
slightly westward to better align with the existing
Charlela Lane right-of-way and pavement.
7) Realign the southerly Huntington Drive entrance to
slightly flatten out the reverse curve.
Preliminary Plat
Comments relative to the Preliminary Engineering Plan are
also relevant to the Preliminary Plat.
Preliminary Landscape Plan
The quantities of trees and shrubs identified on the Plan
meet the requirements of Village Ordinances.
