Gross , Americana Nursing Home Chairman Glass called the meeting to order at 8:05 p.m. Manor Healthcare Corp (Americana Nursing Home) - Public Hearing Zajicek stated that Americana wishes to annex, rezone and acquire a special use permit for the construction of a separate alzheimer unit that will consist of 56 beds on a 1.9 acre site immediately west of the existing Americana site. In addition, Americana wishes to amend their existing special use permit to construct a building addition and to allow two buildings on one lot (the current building and the proposed free-standing alzheimer unit). Zajicek added that the addition to the existing facility will increase the number of beds from 120 to 180. Zajicek noted that the State must grant a certificate of need for any new health care facilities and that the building addition was granted such a certificate. Currently the State is conducting public hearings for the certificate of need for the proposed free-standing alzheimer unit. Zajicek stated that the building addition is 16,500 square feet and the free-standing building is 24,500 square feet. Zajicek noted that the proposed alzheimer unit complies with the nursing home requirements as stated in Section 5.26B of the Zoning Ordinance. Plan Commissiu. Minutes April 20, 1994 Page 2 Zajicek stated the proposed alzheimer unit would partially infringe on the current lot for the existing building. Zajicek requested that the existing and proposed buildings remain on the same lot to maintain single ownership and management of the facilities. In addition, Zajicek noted that the proposed and existing building will be architecturally similar. Zajicek noted that at. the east and west Sides of the proposed aizheimer unit are outdoor walkways for patients. These walkways will be screened with a board-on-board six foot high fence. In addition, a 16 x 25 foot patio at the rear of the building will be screened in the same manner. The rear property line will be screened with intensive landscaping including existing plantings and 100 evergreens and other new plantings. Zajicek added that there are three shifts of employees with the main shift from 7 a.m. to 3 p.m. Zajicek noted that no traffic study was performed due to Americana being a low generator of traffic. Commissioner Henrici questioned the elevation of the patio to the residential properties to the north. Zajicek stated that there is a 3 to 4 foot slope from the area of the rear patio to the north property line, however, the first story floors of the proposed building and northern residential homes is about the same. Commissioner Geinosky questioned if adequate measures are planned for stormwater detention. Frame stated that stormwater detention will be provided according to ordinance. Commissioner McAllister questioned if more handicap parking spaces are needed. Zajicek stated that the number of handicap spaces meets the Illinois Accessibility Code and satisfies our ordinance. It was also noted that the total number of parking spaces exceeds what is required by ordinance. Commissioner Ayers questioned if the proposed alzheimer unit could be moved further south to increase the distance between the alzheimer unit and the residential properties to the north. Zajicek stated that the building and parking lot could move 10 feet south, however, this movement would place the edge of the parking lot directly on the south property line. Staff did not see a problem with this change. Chairman Glass recessed the public hearing at 9:10 p.m. The public hearing reconvened at 9:19 p.m. Chairman Glass opened the public hearing for audience comments. Plan Commission M tes April 20, 1994 Page 3 The following residents commented that the alzheimer unit should be moved to the south 10 feet: Ralph Solarski 1.847 Hawk Dorothy Marlega 1851 Hawk Bruce Lenth 1855 Hawk Jacob Bons 1859 Hawk In addition a majority of these residents commented that the existing vegetation should remain on the property. Zajicek noted that from the alzheimer unit to the north property line is 30 feet. From the northern portion of the patio to the property line is 15 feet. The movement of the building to the south would provide an additional 10 feet. Chairman Glass questioned if the petitioner knows which trees on the property can remain. Zajicek stated that a thorough study has not been done to determine this, however, they will keep in place as many as they can and trim and prune those existing trees. Chairman Glass closed the public hearing at 9:45 p.m. Upon further discussion the Plan Commission took the following action: Commissioner Henrici moved and Commissioner McAllister seconded the motion to recommend the Village Board approve the rezoning of the subject property conditional upon annexation from Cook County R4 to A2 Multiple Family Residential District and to grant a special use permit to provide for a 56 bed alzheimer unit. Upon voting (Meyers, Paliganoff ABSENT) , the motion passed unanimously. Commissioner Geinoskyand Commissioner Feichter seconded the motion to recommend the Village Board amend the existing Special Use Permit for the Americana Health Facility to allow a building addition for 60 beds and to allow two buildings on one lot. Upon voting (Meyers, Paliganoff ABSENT) , the motion passed unanimously. raC15 Commissioner Ayers'Vand Commissioner Geinosky seconded the motion recommend the Village Board approve the preliminary site plan conditional upon the new alzheimer unit and parking lot be moved to the south ten(ID) feet. Upon voting (Meyers, Paliganoff ABSENT) , the motion passed unanimously. aeC Commissioner Feichter'and Commissioner Henriri seconded the motion to recommend the Village Board approve the preliminary plat of subdivision. Upon voting (Meyers , Paliganoff ABSENT), the motion passed unanimously. It was noted the Plan Commission wishes to review the results of the tree study and its impact on the existing trees on site. This information will be presented to the Plan Commission in conjunction with the final landscape pian submittal . Adjournment: Commissioner Henrici moved and Commissioner Feichter seconded the motion to adjourn the meeting. Chairman Glass adjourned the meeting at 9:50 p.m. Respectfully submitted, Renee M.
