Plan COmmiSSion Minutes
September 7, 1994

Chairman Geinosky called the meeting to order at 8:07 p.m.
Item A: Lexington Homes - Final Development Plan, Final Plat of
Subdivision and Final Landscaping Plan
Neeley explained that since the time the Plan Commission reviewed
these plans the density of the development decreased to 334 units.
This was due to the elimination of a building that infringed on the
wetland area. Neeley stated that all water features will be seasonally
airated to reduce the likelihood of mosquitoes and other insects.
Neeley mentioned that they are seeking a variation for their
landscaping plan to allow 130 of their designated parkway trees to be
placed on private property. It was noted from staff comments that 318
parkway trees are required for this subdivision. Lexington plans to
provide 342 trees in and near the parkway area with 130 of those trees
on private property. There will be 212 parkway trees. Neeley stated
that those trees on private property will be maintained by Lexington
until such a time when the Homeowners Association will assume
maintenance responsibility.
Neeley noted that the lift station will be located near the
northwest corner of the site. Neeley further noted that the wetland
mitigation plans are under the fourth review by the Army Corps of
Engineers and they hope to receive final approval from the Army Corps
soon.
Commissioner McAllister questioned the time frame until the
landscaping reaches maturity. Neeley stated that it will take up to
twenty-five(25) years for the :Landscaping to reach maturity. Neeley
noted, however, that the perimeter of the development will contain a
multiple of eight (8) and ten(10) foot plantings.
Chairman Geinosky questioned what their time frame was for the
development. Neeley stated that they hope to be moving dirt this fall
and preparing the foundations for the model homes this winter. The
model homes would be open by March.
Chairman Geinosky questioned if Lexington discussed their plans
with Terry Bolger or nearby homeowners. Neeley stated that no
discussions have been held with Bolger and there have been no recent
discussions with homeowners in the area.
Chairman Geinosky questioned if all the conditions as stated in
the March 22 Finding-of-Fact were met. Neeley stated that the window
glazing will be increased to provide for better sound screen and the
eight (8) additional parking spaces on Huntington. Court and Hawthorne
Lane were included in the final plans.
Commissioner Meyers questioned the height of the retaining wall
next to the southwest entrance pond and building 29. Neeley and staff
were unable to answer this question. Commissioner Meyers requested
that staff respond back to him on this question.
Commissioner Paliganoff questioned if the appearance of the
townhomes and coachhomes had changed. Neeley stated that the design
for the coachhomes is different but still in design stages.
After further deliberation the Plan Commission took the following
action:
- Commissioner Henrici moved and Commissioner Meyers seconded
the motion to approve the Final Development Plan for 334 units.
Upon voting, all AYES (Glass ABSENT) . The motion passed un-
animously.
- Commissioner McAllister moved and Commissioner Feichter
seconded the motion to approve the Final Landscape Plan
with the variation to reduce the number of parkway trees
to 212. Upon voting, all AYES (Glass ABSENT) . The motion
passed unanimously.
- Commissioner Henrici moved and Commissioner Feichter seconded
the motion to recommend the Village Board approve the Final
Plat of Subdivision. Upon voting, all AYES (Glass ABSENT) .
The motion passed unanimously.
Item B: Americana/Manor Health Care - Final Site Plan, Final
Landscape Plan, Final Plat of Subdivision
Farrell noted that the Illinois Department of Conservation has
indicated no endangered species are present on this site. In addition,
Farrell noted that the Plan Commission must approve the seventeen(17)
feet deep parking stalls along the southern edge of the parking lot for
the separate Alzheimer facility.
Zajicek noted that the plans were revised to move the Alzheimer
facility and parking lot to provide for a forty(40) foot distance
between the facility and north property line. In addition, Zajicek
noted that the existing vegetation at the north property line will
remain and be pruned and maintained by Manor Care.
Chairman Geinosky questioned when Manor Care plans to begin
construction. Zajicek stated construction is scheduled to begin by
early this fall and last 9 months.
After further deliberation the Plan Commission took the following
action:
- Commissioner Meyers moved and Commissioner Henrici seconded
the motion to approve the Final Site Plan and to allow under
Section 3.94B of the Village Zoning Ordinance to allow
seventeen(17) foot paved parking stalls with two(2) foot
overhang parking for those parking stalls along the southern
perimeter of the parking lot for the separate Alzheimer
facility. Upon voting all AYES (Glass ABSENT) . The motion
passed unanimously.
- Commissioner Ayers moved and Commissioner Feichter seconded
the motion to recommend the Village Board approve the Final
Plat of Subdivision. Upon voting, all AYES (Glass ABSENT) .
The motion passed unanimously.
Commissioner Henrici questioned if the landscaping behind the
Alzheimer unit could be extended to the east side along the north
property line. Commissioner Henrici further mentioned that the
proposed landscaping directly behind the Alzheimer facility provided a
better screen than the landscaping along the east side. Commissioner
Henrici noted this might be a problem as more cars may use the rear
parking lot along the east side due to the opening of the new facility.
Zajicek stated they would not have a problem in providing
landscaping along the east side of the north property line that is
substantially similar to the west side of the north property line.
Commissioner Henrici moved and Commissioner Paliganoff seconded
the motion to approve the Final Landscape Plan conditional upon having
landscaping provided along the east side of the north property line
that is substantially similar to the west side. Upon voting, all AYES
(Glass ABSENT) . The motion carried unanimously.
Adjournment:
Commissioner Meyers moved and Commissioner Henrici seconded the
motion to adjourn the meeting.
Chairman Geinosky adjourned the meeting at 9 :05 p.m.
