Niehaus, Administrative Assistant Petitioners: Jim Spinola, Gullo International Development Corporation Michael Straka, CIB Bank Don Eddy, Eddy Engineering Hartrich Nelson, Architect Chairman Geinosky called the meeting to order. Commissioner Meyers moved and Commissioner McAllister seconded the motion that Commissioner Prochno serve as Acting Secretary. Upon voting, the motion carried unanimously. Item A: Higgins/Martin Rezoning (CIB Bank) Chairman Geinosky opened the public hearing at 8: 05 p.m. Acting Secretary Prochno swore in the petitioners. Spinola stated that his client, CIB bank, Hillside, Illinois, was seeking to rezone certain property located at the northwest corner of Higgins Road and Martin Drive from B-1 Shopping Center Business District to B-3 Automotive Business District for the purpose of constructing a full service bank with drive-thru facilities. Spinola stated that the proposed facility would be a one-story 5,000 square foot building equipped with three drive-thru teller lanes. Each lane would maintain a stacking capability of 6 automobiles not including the auto doing business. The site plan contains 32 parking spaces including 2 handicapped stalls. Landscaping will be installed around the entire building. Ingress/egress to the site will be available through a right-in/right-out driveway off of Higgins Road as well as a multi-directional driveway off of Martin Drive in the northeast corner of the property. A right-out only will be located in the southeast corner of the property off of Martin Drive. Internal traffic flow will be regulated by signage on the property. Spinola stated that CIB Bank felt that this was a good location because it would enable their company to be located in close proximity to the village's industrial park which is the target market CIB Bank services. In addition, the B-3 automotive zoning is consistent with the neighboring properties which are primarily B-2 and B-3 type uses. commissioner McAllister questioned if the petitioners had reviewed the Department of Engineering and Community Development's comments dated February 2, 1996 and if they were willing to comply with them. Spinola stated that he had received the comments and that they would have no problem adhering to them. Spinola also stated that they would work with staff to ensure that all village codes are met. Commissioner McAllister questioned whether or not the petitioner had received approval from IDOT for the curb cut on Higgins Road. Spinola stated that they have requested approval from IDOT and expect a response in the near future. Niehaus stated that staff has reviewed the petitioner's request and recommends approval. A letter from the village in support of the curb cut has also been filed with IDOT. Commissioner McAllister questioned if the facility would be completely above ground. Eddy stated that their was no basement and the entire facility would be above ground level. Commissioner Ayers questioned who owned the property. Spinola stated that CIB Bank had a contract to purchase the property pending final approval of the rezoning. Commissioner Prochno questioned the proximity of the barrier fence to the property line on the north side of the lot. Eddy stated that the fence would be located one(l) foot inside the property line with the exception of a few locations where it would be on top of the property line. Commissioner Meyers questioned what would be done with the large drainage ditch on the west side of the property. Eddy stated that they would leave the ditch as is in order to allow it to remove water from the site as originally designed. Commissioner Henrici questioned if the petitioner would be installing an additional fire hydrant on the west side of the property as requested by the Fire Department. Spinola stated that the petitioner will comply with the fire hydrant requested by the Fire Department. Chairman Geinosky asked the petitioners to provide some background on CIB Bank. Straka stated that CIB Bank is a relatively young financial institution that is seeking to expand. CIB Bank currently has over $365 million in holdings and operates out of 12 branches. The Primary clients of CIB Bank are commercial/industrial businesses. Chairman Geinosky questioned as to the standard business hours of the bank. Straka stated that the bank would be open for drive-thru service from 7:30 a.m. to 6:00 p.m. , Monday thru Saturday. walk-ins would be accepted from 8:30 a.m. to 4:30 p.m. on the same days. Chairman Geinosky questioned how the flow of traffic would work on site. Eddy demonstrated the traffic flow on the site plan. Chairman Geinosky opened the hearing for comments from the audience at 8:30 p.m. There were no comments. Chairman Geinosky closed the public hearing at 8: 32 p.m. The Plan commission expressed concern over the future development of the property in that once it was rezoned, whoever owned it could develop it for any B-3 type use. Straka stated that he had no intention of selling the property and that it was his desire to have the banking facility constructed as soon as possible. Upon further discussion, Commissioner Ayers moved and Commissioner Henrici seconded a motion, to recommend approval of the petitioners request to rezone the property at the northwest corner of Higgins Road and Martin Drive from B-1 Shopping Center Business District to B-3 Automotive oriented Business District with the stipulation that if the bank facility was not built within one year from approval of the rezoning that the property would revert back to its previous zoning classification. Upon voting (All AYES, Feichter, Guzzardi ABSENT) , the motion carried unanimously. Commissioner Ayers moved and Commissioner Henrici seconded the motion to adjourn the meeting.
