GROVE MALL SITE PLAN
The Village President opened the meeting and noted the order of discussion as follows:
developer(Hamilton Partners) presentation, Plan Coin miss ioners, Village Board, and audience.
The meeting would then be turned over to the Plan Commission for voting on the approved site
plan.
Developer's Presentation
Todd Berlinghof opened the discussion on separate items as follows:
Site Plan - There are two similar site plans for discussion. On both site plans, the
projected tenant uses are: 7 screen theater; Dominicks,Crown Books, Ace Hardware,
feature stores, white table cloth Italian restaurant, Moon Dance Diner(breakfast/lunch)
with Walgreens and another user as two outlet facilities.
The parking ratio is 6:1 which exceeds the required 5:1 ratio. One site plan shows a
traffic signal at Lonsdale and Arlington Heights Road without an offset. The developer
preferred final preliminary site plan(to be marked Exhibit A)showed no traffic signal
with an offset to Lonsdale at Arlington Heights Road.
Building Plan - Materials: face brick with stone base and bands. Top band of stone
with some glazed tile or brick. Roof of clay tile or slate. Gateway towers on front and
back of the plaza area. High roof lines with arcades to simulate a downtown feel.
Dominicks will have 2 main pedestrian entrances with brick on three sides and block on
the rear. It will have arcades and the roof line will wrap around to the face of Arlington
Heights Road. Walgreens will be like Dominicks except the rear will have extended
brick archways.
Landscaping- On the Plaza side,the trees will be 5 inches. The trees on the
developers side will be 4.5 inches. The Plaza will be heavily landscaped. The retail grid
will feature a tree orchard. The Biesterfield frontage will have 3 to 4 foot shrubs to
shield vehicle headlights from neighboring residential units. All existing Village trees
will be relocated upon the Village's property. The landscaping plan far exceeds
requirements under Village code.
Plaza - This area will include a Village Green and 3 fountain Plaza area in a circle on
Village property. It will be highlighted by colored inlaid concrete walkways. Brick
walls and landscaping will be used to block service bays.
Lighting-There are 4 styles: 12 foot ornamental to light pedestrian walkway areas; 3
foot ballard lights for walkways in the plaza,Village Green,and middle walkway;
building lighting;and parking lot lighting.
Signage-4 main signs: 2 for the shopping center and 2 for the theater. One sign each
would front Biesterfreld and Arlington Heights Road. No neon signage would be
permitted. Small scale,temporary window signage may be allowed. Building signs will
be smaller in face.
Plan Commission
Each member of the Plan Commission questioned the developer seeking clarifications
from Hamilton Partners. The following items were requested for further review by the developer
and Village:
1. Install a pedestrian walkway for seniors from Village Grove to walk to Walgreens;
2. Include Walgreens refuse dumpster and screening on the plan;
3. Have conversations with Citgo about their future plans for expansion and
incorporate those into the planning for the site plan.
Village Board
Each member of the Village Board was afforded an opportunity to seek clarifications
from Hamilton Partners. The following items were requested for further consideration:
1. Shield the lights on the rear of the theater;
2. Examine methods to improve safety for pedestrians using the Library such as a stop
sign, speed bumps, or elimination of parking spaces on the drive isle at the Library
main drive;
3. Use split-face colored inlaid block on the rear of Dominicks;
4. Develop a lighting and landscaping plan for the theater.
Audience
Several members from the audience spoke concerning the following:
1. Improve safety for the library at the main driveway;
2. Do not install a traffic light at Lonsdale;
3. Examine signage for Burger King on Arlington Heights Road.
PLAN COMMISSION DELIBERATION/VOTE
After further deliberation, Commissioner Henrici moved and Commissioner
Paliganoff seconded a motion to recommend that the Village Board approve the"final
preliminary"site plan submitted by Hamilton Partner previously referred to as Exhibit A.
Upon voting,all AYES. The motion carried unanimously.
VILLA GE BOARD DELIBERATION/VOT .
Upon further deliberation,Trustee Rettberg moved and Trustee Czarnik seconded a
motion to accept the Plan Commissions recommendation to approve the site plan subject to
minor modification,as recommended by the Plan Commission.
Upon voting,all AYES. The motion carried unanimously.
ADJOURNMENT
Trustee Rettberg moved and Trustee Czarnik seconded a motion to adjourn.
Upon Voting, all AYES. The motion carried unanimously.
The meeting adjourned at 10:15 pm.
