Item A: Citizens Banking Corporation Special Use - 1538 Elmhurst Road
Chairman Glass called the meeting to order at 8:05 p.m. and briefly summarized the
petition being presented to the Plan Commission. Acting Secretary Paliganoff swore in the
petitioners.
David Schleuter introduced himself to the Plan Commission as the attorney representing
Citizens Banking Corporation(CBC). Schleuter stated that CBC was seeking a special use
permit from the Village in accordance with Section 7E-2:A of the zoning ordinance which only
allows commercial banking facilities in industrial zoned districts as a special use.
Schleuter explained that CBC has been operating in the Village at 1538 Elmhurst Road
since 1994. However, a special use permit was not issued at the time of construction because the
building permit application indicated that the facility would be used for office purposes as
opposed to a commercial banking facility. As a result, CBC was seeking a special use permit to
comply with the zoning ordinance at the request of the Engineering& Community Development
Department.
Schleuter stated that the CBC facility on Elmhurst Road was a boutique banking facility
that catered to businesses in the industrial park. The majority of customers who enter the
building are business owners/managers who complete transactions at manual tellers stationed
inside the facility. There is no drive-thru service provided at the subject location.
Chairman Glass opened up the public hearing to questions from the Plan Commission.
Commissioner Sokolowski questioned if CBC's operations had changed since they began
operations in 1994. Philip Sirotzke introduced himself as the Regional Vice-President of CBC's
Elk Grove branch and stated that their operations had not changed since opening.
Commissioner Sokolowski questioned as to how the Village became aware that a special
use permit had not been issued for the CBC facility. Schleuter stated that the Village became
aware of the inconsistency during a routine cross-check of building permits and subsequently
requested that CBC file the necessary petition to correct the situation.
Niehaus stated that the Village did not feel that CBC was purposely trying to deceive the
Village. In addition,Niehaus stated that staff had no objections to the special use permit being
issued from a building use or parking perspective. Furthermore, no incidents or complaints had
been reported at CBC's facility since it opened in 1994.
Commissioners Guzzardi and Ayers stated that their questions had already been
adequately addressed by the petitioner and that they had no objections to the special use permit
being issued.
Commissioner Paliganoff questioned as to the success of CBC at the subject location.
Sirotzke stated that the location was performing well and meeting its expectations due to the
large volume of business in the industrial park.
Commissioner Paliganoff questioned if CBC had any plans for expansion or relocation in
the near future. Sirotzke stated that CBC would remain at their existing location at 1538
Elmhurst Road. However, an additional facility may be considered pending future growth.
Chairman Glass opened the public hearing to comments from the audience at 8:20 p.m.
There were no comments.
Upon further discussion, Commissioner Guzzardi moved, and Commissioner Paliganoff
seconded a motion to recommend approval of Citizens Banking Corporation's request for a
special use permit to allow the continued operation of an existing banking facility in an 1-2
Industrial Zoned district at 1538 Elmhurst Road. Upon voting, (Ayers, Glass, Guzzardi,
Paliganoff, Sokolowski, AYES, Geinosky, Henrici, Meyers,Zizzo ABSENT),the motion carried
unanimously.
Adiournment
Commissioner Paliganoff moved, and Commissioner Ayers seconded a motion to adjourn
the meeting. Upon voting, the motion was unanimously approved. Chairman Glass adjourned
the meeting at 8:30 p.m.
