White, M & I Bank Item 1: Approval of Minutes Commissioner Geinosky moved and Commissioner Ayers seconded a motion to approve the minutes from the September 16, 1998 Plan Commission meeting. Upon voting, the motion carried unanimously (Glass, Geinosky, Ayers, Henrici, Paliganoff, Sokolowski, Thompson, Zizzo, AYES, Meyers, ABSENT). Item 2a: M & I Bank Special Use— 1550 Higgins Road Chairman Glass called the meeting to order at 8:05 p.m. and briefly summarized the petition being presented to the Plan Commission. Commissioner Geinosky swore in the petitioners. Richard Redeker of Draper & Kramer introduced himself to the Plan Commission as the real estate manager representing M & I Bank. Redeker stated that M & I was seeking a special use permit from the Village in accordance with Section 7E-2:A of the zoning ordinance which allows commercial banking facilities in industrial zoned districts as a special use. Redeker explained that the subject property was located at the northeast corner of Higgins Road and Oakton Street in the Regent Office Center. The specific address of M & I Bank's proposed facility was identified as Suites 109 and 110 in the building located at 1550 Higgins Road. Todd White of M & I Bank introduced himself to the Plan Commission as the manager of the proposed facility in Elk Grove. White explained that M & I Bank is based in Milwaukee and currently has over $20 billion in holdings. M & I has been currently operates at 225 locations in Wisconsin and is in the process of expanding its market to other midwestern states. If approved the Elk Grove facility would be the fifth location in Illinois. White stated that the M & I facility on Higgins Road would be designed to cater to businesses in the industrial park. The majority of customers who enter the building will be business owners/managers who complete commercial transactions. No teller machines or drive- thru service will be provided on site. In addition, employees of the bank would make regular business calls in the industrial park. No marketing to individual accounts would take place, however, they will be permitted. A drop-box will be available for evening deposits.. Chairman Glass opened public hearing to the Plan Commission at 8:10 p.m. Commissioner Thompson questioned as to the number of employees that would work at the proposed facility. White stated that the facility would include a total of four (4) full-time employees. The posted hours of operation will be 9 AM to 4 PM, Monday through Friday. Commissioner Sokolowski questioned if M & I Bank had operated any similar facilities. White stated that he was unaware of any similar facilities in Wisconsin. However, there is a similar facility in Minneapolis that has been successful. Commissioner Sokolowski questioned if any additional security measures were required for the property. White stated that a perimeter security system, vault and alarm would be installed due to the fact that cash would be kept in the facility. However, no structural changes will be required to accommodate the planned security measures. Commissioner Ayers questioned as to how M & I Bank planned to respond to staff comments regarding handicapped spaces. Redeker stated that the Regent Office Center was not required to have handicapped spaces due to the fact that it was approved prior to the adoption of ADA legislation. hl addition, Redeker stated that the building has not had problems with parking since it was constructed. However, Redeker stated that Draper &: Kramer would work with Village staff to install appropriate handicapped parking spaces if requested by the Village. Commissioner Paliganoff questioned as to M & I Bank's future plans in Elk Grove. White stated that the proposed facility included a three (3) year lease. If successful, M & I Bank would likely consider opening a larger facility in Elk Grove that could accommodate drive-thru service. Commissioner Paliganoff questioned if M & I Bank had any experience with the business community in Elk Grove. White stated that three (3) of the individuals to be employed in Elk Grove have experience working in the northwest suburban corridor. Commissioner Zizzo questioned if M & I would have a need to move into adjacent units in the building if they expanded. White stated that any expansion would likely take place in a new facility that could accommodate drive-thru business. Chairman Glass also noted that any expansion of the facility would require a new hearing before the Plan Commission. Chairman Glass opened the public hearing to comments from the audience at 8:25 p.m. There were no comments from the audience. Chairman Glass stated that he concurred with the staff comments regarding parking spaces and that he had no objections to the banking operation as long as the petitioners installed some handicapped spaces. Upon further discussion, Commissioner Zizzo moved, and Commissioner Henrici seconded a motion to recommend approval of M & I Bank's request for a special use permit to allow the operation of a banking facility in the I-1 Industrial Zoned district for Suites 109 and 1 10 in the existing building located at 1550 Higgins Road, subject to the installation of a handicapped parking space for the facility. Upon voting, (Glass, Geinosky, Ayers, Henrici, Paliganoff, Sokolowski, Thompson, Zizzo, AYES, Meyers, ABSENT), the motion carried unanimously. Chairman Glass stated that M & I Bank would work with Village staff to determine the best location for the handicapped parking space. Item 2b: ManorCare Amended Site Plan and Annexation Agreement— 1920 Nerge Road David Zaijeck introduced himself to the Plan Commission as the attorney for ManorCare Health Services (ManorCare). Zaijeck stated that ManorCare was seeking an amended site plan and annexation agreement for their senior care complex located at 1920 Nerge Road. Zaijeck stated that the existing facility consisted of three (3) separate buildings that provided nursing home and assisted living care to senior citizens. The property was developed in Elk Grove through three (3) separate annexations in 1988, 1994 and 1997. It was explained that any changes to the site plans approved through annexation were required to undergo a Plan Commission review prior to Village Board consideration. Zaijeck stated that ManorCare is seeking to construct a 4,500 S.F. addition to their nursing home building that is located on the eastern portion of the property. The additional space will house 10 beds. No new employees will be required to provide service to the new beds. However, four (4) parking spaces would be required due to the increased capacity of the building. The amended site plan includes six (6) new parking spaces. The development still meets all other Village requirements including stormwater drainage, floor-area-ratio and building code. Zaijeck stated that ManorCare was prepared to respond to the Fire Department's concern over access on the eastern side of the nursing home building by modifying the detention area to provide for 18 feet of access in case use of emergency vehicles is required. Commissioner Zizzo questioned if ManorCare had discussed the proposed addition with any neighbors. Zaijeck stated that no contact was made with neighbors due to the fact that they have not had any complaints with the existing operations. In addition, Scott Niehaus stated that a letter was sent to neighboring property owners informing them of the Plan Commission meeting. No residents were in attendance at the meeting. Commissioner Zizzo questioned as to how the courtyard area would be maintained after the building addition was constructed. Zaijeck stated that landscaping would be modified to something that would require minimal maintenance. Commissioner Henrici questioned as to the grade of the east sideyard. Zaijeck stated that the property was relatively flat and would not be difficult to access for emergency vehicles. Commissioner Sokolowski questioned if ManorCare had plans for further expansion of the facility. Zaijeck stated that expansion was unlikely due to the limited amount of usable space remaining on the property. Upon further discussion, Commissioner Henrici moved, and Commissioner Paliganoff seconded a motion, to recommend that the Village Board approve the amended site plan for ManorCare's senior care facility located at 1920 Nerge Road. Upon voting, (Glass, Geinosky, Ayers, Henrici, Paliganoff, Sokolowski, Thompson, Zizzo, AYES, Meyers, ABSENT), the motion carried unanimously. Adiournment Commissioner Paliganoff moved, and Commissioner Ayers seconded a motion to adjourn the meeting. Upon voting, the motion was unanimously approved. (owners of record) , for consideration of an amended site plan and annexation agreement for property located at 1920 Nerge Road, Elk Grove Village, Illinois The petitioner is requesting permission to construct an addition that consists of 4,480 sq. ft. of living space (for 10 additional beds) for the nursing home building located on the eastern portion of the property. Six additional parking spaces are also included in the revised site plan. No changes in ingress/egress or internal traffic flow are required with this proposal. Discussion on this matter will begin at approximately 8 :30 p.m. in the Council Chambers of the Charles J. Zettek Municipal Building, 901 Wellington Avenue.
