Pecora Chairman Glass called the meeting to order at 8:05 p.m. Item I: Approval of Minutes Commissioner Geinosky moved and Commissioner Ayers seconded a motion to approve the minutes from the December 2, 1998 Plan Commission meeting. Upon voting, the motion carried unanimously(Glass, Geinosky,Ayers, Meyers, Sokolowski, Thompson, Zizzo AYES, Henrici, Paliganoff ABSENT). Item 2: Pecora Annexation and Rezoning Chairman Glass read the public notice into the record and explained the Plan Commission procedure to the members of the audience. Chairman Glass stated that the Plan Commission would be considering the annexation of 4.9 acres of property located on Higgins Road east of Wildwood Road. The subject property is currently located in unincorporated Cook County. The petitioner is seeking to rezone the property for the purposes of constructing a multi-family housing development. Secretary Geinosky swore in the petitioner. Joan Pecora introduced herself to the Plan Commission as petitioner for the proposed development. Pecora stated that her father, Ted Pecora had appeared before the Village in the past in an effort to develop the subject property for various uses. Pecora also referred to a color rendering of the property previously submitted to the Village that outlined the proposed development. A brief recess was called to allow staff to retrieve the color rendering from the files. However, no rendering was present or available at that time. Pecora stated that the proposed development would include three (3) multi-family buildings consisting of 24 units each(72 total). The buildings would be two stories tall and consist of wood frames and metal siding. The average price per unit would be approximately $125,000. The entire building would be built in accordance with Village codes including building height, sprinklers, and landscaping. Pecora also noted that landscaping would be provided between the detached garages in order to provide screening to the adjacent single-family homes on Wildwood. In addition, all parking lot lights would be shielded to ensure that no light spills onto the neighboring properties. Pecora stated that the average number of daily trips generated by the proposed development would be 288 (4 x 72 units). A total of 100 trips were anticipated during the morning peak period, of which, approximately 50% of the traffic will travel east using Higgins Road. The remaining 50%will travel west using the ingress/egress provided from Lindale Street. The exact opposite traffic flow would be anticipated during the afternoon peak period. Chairman Glass opened up the hearing to questions from the Plan Commission at 8:20 p.m. Commissioner Zizzo questioned as to the source of the projected traffic counts. Pecora stated that the traffic counts were taken from other similar housing developments. No formal traffic study was undertaken for the subject property. Commissioner Zizzo questioned if a berm would be provided on the western property line. Pecora stated that no bemm was planned for the area. However, the ground would be sloped toward the subject property to keep water from flowing to the neighboring properties. Commissioner Meyers questioned as to who would maintain the existing fence depicted on the west side of the property. Steve Tmdan stated that the individual property owners on W ildwood maintain the current fence. However, it was recommended that the petitioner install their own fence to avoid confusion should repairs be required in the future. Commissioner Meyers questioned if the petitioner was prepared to install their own fence along the west property line. Pecora stated that she would need to speak with her father regarding the fence issue. In addition, Commissioner Meyers pointed out a number of inconsistencies between the proposed site plan and landscape plan that made it difficult to render an educated opinion on the subject petition. Commissioner Geinosky stated that he found the information provided to the Plan Commission to be incomplete and that he would not vote on the issue until a later date. In addition, Geinosky suggested that Pecora obtain professional assistance from an attorney, landscape architect and engineer to present the annexation and rezoning petition properly before the Plan Commission. Chairman Glass stated that he was familiar with the property from previous presentations made to the Plan Commission. He also explained that there were other members of the Commission that did not have the benefit of hearing previous proposals and were in need of more information prior to making a recommendation to the Village Board. As such, it was the burden of the petitioner to educate the entire Plan Commission on all aspects of the proposed multi-family housing development. Chairman Glass further explained that previous testimony to the Village had no bearing on the current petition being heard by the Plan Commission. Due to the lack of information presented, Chairman Glass suggested that the public hearing be continued at a later date at such time that the petitioner was prepared to address the detailed questions of the Plan Commission. Chairman Glass also requested Pecora to give some serious consideration to the installation of a fence on the west property line and the provision of extra spaces for guest parking due to the fact that on-street parking was not available in the area. Chairman Glass opened the meeting up to comments from the audience at 8:40 p.m. Eileen Schmidt,21 Wildwood Lane, expressed a concern with the amount of traffic that would use the Lindale access. In addition, Schmidt also expressed a concern for the potential of garbage and trash to spillover on adjacent properties. Clara Evans, 17 Wildwood Lane, questioned as to the required setback for the proposed garages. Steve Trudan stated that accessory structures required a 6 foot setback and that the proposed garages were in compliance with Village code. Donald O'Hara, 7 Wildwood, stated that he preferred the residential use over previous commercial and industrial developments proposed for the property. In addition, O'Hara requested that the Plan Commission give consideration to requiring that the existing landscaping be preserved if possible. Max Gerlach, identified himself as a representative for Carroll Square apartments and questioned if the units would be owner or renter occupied. Pecora stated that she was unable to answer the question. Adjournment Commissioner Meyers moved, and Commissioner Ayers seconded a motion to adjourn the public hearin, and continue it at a later date when the petitioner was better prepared to address the Plan Commission's questions. Upon voting, the motion was unanimously approved. Chairman Glass adjourned the meeting at 8:45 p.m. Respectfully submitted, W Scott R.
