Chairman Glass called the meeting to order at 8:10 p.m.
Item 1: Approval of Minutes
Commissioner Ayers moved and Commissioner Sokolowski seconded a motion to approve the minutes
from the August 18 Plan Commission meeting. Upon voting,the motion carried unanimously(Glass,
Ayers,Henrici,Meyers,Paliganoff, Sokolowski,Thompson, AYES, Geinosky,Zizzo, ABSENT).
Item 2: Shinnvo-En Landscape Plan
Chairman Glass stated the Plan Commission would consider the landscape plan for the Shinnyo-En
temple property.
Commissioner Ayers referenced a staff memorandum requiring an additional five parkway trees in the
Devon Avenue right of way. Y.Kosbiyama introduced himself as the architect for the project and
stated he received the comment and will comply with staff direction.
Chairman Glass stated that at the last hearing regarding the Shinnyo-En plan,the Plan Commission
required that the wooded area in the northwest comer of the site be cleared of dead vegetation and
generally be improved for the use of temple visitors. Koshiyama stated that the undergrowth and dead
vegetation in that area of the site is currently being cleared,and a note has been added to the landscape
plan to generally improve this area.
There being no further questions, Commissioner Meyers moved to approve the Shinnyo-En Landscape
Plan dated August 10, 1999 as submitted. Commissioner Paliganoff seconded the motion. Upon
voting, (Glass,Ayers,Hemici,Meyers,Paliganoff, Sokolowski, Thompson,AYES, Geinosky,Zizzo,
ABSENT),the motion carried unanimously.
Item 3: Walereens Landscape Plan
K. Rojina explained that since the last Plan Commission meeting,the site plan for the proposed
Walgreens for the Meacham and Biesterfield intersection was revised in response to Plan Commission
concerns. While the plan had included a reduction in the landscaped berm along the eastern boundary
of the property,the current site plan is reconfigured to preserve the 50 foot berm as required.
J.Nolting introduced himself as the landscape architect for this project.
Commissioner Ayers questioned if the plan included the additional six parkway trees along Meacham
Road and six parkway trees along Biesterfield as required by Village staff. Nolting responded that not
enough space existed to appropriately plant an additional twelve trees over their current plan along the
parkways. Nolting proposed to add an additional five trees along Meacham and one additional tree
along Biesterfield Road. Rojina stated that staff previously required that the plan be revised to include
several species of trees instead of one and multiple species have been included in the revised plan.
Rojina stated a short retaining wall is planned for the northwest corner of the site to be constructed of
split faced block to match the building's brick.
Nolting stated a mix of shade and ornamental trees are proposed, including Maple Ash, Linden
Honeylocust, and Austrian Pine. In addition, two types of crabapple and a mixture of deciduous shrubs
are proposed. The site will be sodded with the exception of the berm. Blanket seed will be used on the
berm. The northwest comer is the focal point for this location and evergreens and groundcover will be
planted in this area.
Commissioner Hemici stated the spacing of the existing parkway trees seems an appropriate
justification for not adding an additional six trees along both Meacham and Biesterfield as staff had
directed. The addition of five more trees along Meacham and one additional tree along Biesterfield
Road would be acceptable.
Commissioner Ayers stated according to the annexation agreement with Cambridge Homes,the
commercial properties are required to provide continuous screening of the parking lot from Meacham
Road. Rojina stated she was unaware of that requirement but would include additional screening as
directed in a revised plan. Nolting stated the shrubs along Meacham would be flowering shrubs and
groups of shrubs could be planted between the trees to provide the continuous screening.
Commissioner Ayers questioned if the previously proposed retaining wall needed to terminate the berm
is still necessary now that the berm reduction request has been withdrawn. Nolting stated the wall is no
longer necessary and the berm will have a gentle slope that will meet the parking lot at grade.
Nolting questioned if the annexation agreement is binding on this property. Chairman Glass responded
that it is binding.
Commissioner Paliganoff questioned the disclaimer language on the landscape plan that provided an
option to replace plant species with alternative species at the developer's discretion. Nolting explained
that the availability of plant species is not guaranteed,and the provision provides an option to substitute
species if needed. Chairman Glass stated that staff would be reasonable in allowing some variation in
plant species if necessary. Commissioner Henrici suggested the phrase"contingent on staff approval'
be added to the language. Nolting responded the suggested phrase would be added.
Rojina questioned if the Commission would approve the addition of five parkway trees on Meacham
and one on Biesterfield as opposed to staff's direction to add five trees along both roadways. Chairman
Glass stated that would be acceptable to the Commission.
Commissioner Ayers moved to approve the landscape plan with the addition of five parkway trees along
Meacham Road and one additional tree along Biesterfield Road,subject to:
Revision of the language permitting substitution of plant species; and
Addition of screening along Meacham Road for the entire western frontage of the property at a height
no less than three feet.
Commissioner Thompson seconded the motion. Upon voting(Glass,Ayers, Henrici,Meyers,
Paliganoff, Sokolowski,Thompson,AYES,Geinosky,Zizzo,ABSENT)the motion carried
unanimously.
Adjournment:
Commissioner Meyers moved and Commissioner Henrici seconded the motion to adjourn. Chairman
Glass adjourned the meeting at 8:50 p.m.
