Petroplous, General Counsel J.Heffner,Norman J.Toberman&Associates, Consulting Civil Engineers Chairman Glass called the meeting to order at f,:10 p.m. Chairman Glass read the petition into the record(attached). Secretary Geinosky swore in petitioners Gullo and Heffner. G. Gullo explained that the portion of the property currently in the Village is zoned I-2 Industrial and that he would like to annex the remainder as 1-2. Industrial as well. He described the layout of the property, generally bounded by Landmeier Road to the north,Higgins Road to the east, and Touhy Avenue to the south,and explained that neighboring property to the west is also I-2 Industrial. Chairman Glass asked why the property is currently platted as residential if the unincorporated portion is zoned as Cook County Industrial. Gullo responded that the unincorporated land is zoned Residential, but that I-2 Industrial zoning would allow for greater continuity of land uses. Chairman Glass inquired as to the size of the warehouses to be built on the property. Gullo stated that four of the warehouses would be about 25,000 square feet,while the other three would be between 60,000-65,000 square feet. Glass asked if the petitioners already had contracts for the sale of the warehouses,to which Gullo responded that they planned to lease the buildings. Glass then asked if they already had any contracts for lease of the buildings, to which Gullo responded that they did not at this time,but that all buildings would be constructed in 2000. Chairman Glass asked if all seven buildings will conform with Village building codes,to which Gullo responded that they did. Glass asked if the petitioner is any variations, to which Gullo responded that there were not. Commissioner Meyers asked if the petitioners had obtained County and State approval for the roads they would be constructing. J. Heffner, Civil Engineer,responded that they had not yet submitted their plans to the County or State. Meyers asked if the petitioners had taken the Police Department's comments into account. Heffner reported that they do not agree with all of the comments that were made. Meyers then asked specifically about the entrance that would exit eastbound onto Higgins, to which Heffner explained that they had no objections to making the entrance right-in and right-out. Commissioner Henrici inquired as to the Fire Department's comments and asked about the watermain sizes requested by the Department,to which Heffner responded that the petitioners agreed. Henrici then asked why the hydrants were not looped. Heffner explained that there was an on-site loop, and that plans for the hydrants had been reconfigured since the last revised plans were submitted. Secretary Geinosky asked why comments in the October 21, 1999,memo from Al Boffice had not been addressed. Heffner responded that all comments had been addressed. L. Chucka stated that staff did receive the January 27 engineering plans and that they agreed with the concept, which divides the site into three areas. Geinosky asked if the comme:ats from the 1/14/00 memo from the Department of Engineering& Community Development had been addressed. Chucka replied that they had not. Geinosky then went through the comments from the 1/14/00 memo one by one. Secretary Geinosky then swore in A. Petropolous,petitioner's counsel, who stated that the 1/14/00 memo had not been provided to the petitioner. Chairman Glass then called for a 5-minute recess. Chairman Glass reconvened the meeting at 8:40 p.m. A. Petropolous stated that after reviewing the 1/14/00 memo,the petitioners had no objections to any of the issues addressed, and that all problems would be corrected and shown in revised plans. Secretary Geinosky asked if the front yard setback referred to in the 10/14/99 comments by Tom Cech had been addressed. S. Trudan stated that the setback as currently shown is acceptable. Commissioners Thompson and Sokolowski had no questions. Commissioner Ayers asked whether the empty area between buildings 4 and 5 and between 6 and 7 was grass or pavement. Gullo explained that it was grass, and Heffner added that there would be a slight Swale. Ayers asked whether the detention of stormwater on the roofs of the buildings was cheaper than installing underground storage tanks. Heffner explained that roof detention was cheaper up to a point. Ayers asked what kind of material the building was to be made of, to which Gullo responded that it would be made of all brick. Commissioner Paliganoff asked for a clarification regarding the Police Department's comments on cut- through traffic. Heffner responded that the driveways in question are critical to serve the buildings in the proposed development. The petitioners disagree that through traffic will be a problem and plan to have stop signs installed to control traffic flow. Chairman Glass asked whether the different buildings would be sharing drives, and how shared drives would be maintained. Gullo explained that there would be a covenant in place for shared maintenance. Glass than asked about the stop sign that had been listed in the Police Department's comments,to which Heffner replied it would be no problem. Glass asked for the distance from Higgins to the main driveway. Heffner replied that it is shown at 400 feet. Glass asked if will be two-way, to which Heffner replied that it would and that radii were designed for truck turns. Chairman Glass then opened the floor to the audience. John Casey, Vice President of Doumac, Inc., stated that his business is located at the southeast corner of Nicholas and Touhy. Casey explained that traffic on Touhy is an important issue because his business is a heavy shipper and experiences 40-60 truck trips a day. They plan to increase their capacity this year and will continue to operate 24 hours a day, 7 clays a week, with heaviest traffic occurring between 6:00 a.m. and 10:00 p.m. Casey stated that this plan will have an impact on traffic in the area and suggested a traffic signal be installed at Landmeier and Nicholas. He suggested that space be reserved on the proposed site for short-term storage of trucks waiting to get to buildings in that area. Chairman Glass closed the hearing at 9:00 p.m. There being no further questions, Commissioner Henrici moved to recommend approval to annex the unincorporated portion of the property and rezone that portion from County Residential to I-2 Industrial, subject to the suggestions in the 1/14/00 memo from the Department of Engineering& Community Development, inclusion of the stop sign, and completion of the looped water main. Commissioner Paliganoff seconded the motion. Upon voting(Glass,Geinosky, Ayers,Henrici,Meyers,Paliganoff, Sokolowski,Thompson, AYES,Zizzo,ABSENT),the motion carried unanimously. Commissioner Henrici then moved to recommend approval of the preliminary plat of subdivision subject to final plat approval by Village staff. Commissioner Paliganoff seconded the motion. Upon voting(Glass, Geinosky,Ayers,Henrici,Meyers, Paliganoff, Sokolowski,Thompson, AYES, Zizzo, ABSENT), the motion carried unanimously.
