Brewer, Attorney at Law Chairman Glass called the meeting to order at 8:00 p.m. Item 1: Annexation and Rezoning--Ridge and Devon Chairman Glass announced that Garden 6 Joint Venture has petitioned the Village to annex and rezone property at the northwest comer of Ridge and Devon Avenues. Chairman Glass noted that notice letters were mailed to neighboring property owners and that notice was published in a local newspaper as required by State statute. However,the petitioner failed to post a public notice sign on the property, so no action could take place at this meeting. The members of the Plan Commission were notified that attendance at this meeting was deemed to be optional since no business could take place. Chairman Glass stated the public hearing would be continued to October 17. 2001, and closed the hearing. At this time the court reporter was excused. Chairman Glass stated that since an interested resident is in attendance at this meeting, the petitioner would be permitted to offer a summary of the petition for informal discussion. Chairman Glass then asked the petitioner to introduce himself. Tom Brewer introduced himself as the representative for this petition and proceeded to describe the proposed development. The subject property currently consists of two residential lots in unincorporated Cook County at the Ridge and Devon intersection. The petitioner proposes to annex the property and rezone to B-2 General Business zoning for the purpose of constructing a Dunkin Donuts store on the southern portion of the site, and an office/accessory storage building on the northern portion of the site. Other tenants in the Dunkin Donuts building would include Baskin'Robbins ice cream and Togo's sandwiches. Brewer explained that the proposed office building would be a 12-unit owner-occupied professional building. He noted the petitioner has constructed a similar building in Elk Grove Village at 1002-1016 Bonaventure. Each unit would total 1500 square feet, and a majority of the activity would take place in the morning and late afternoon. Brewer further noted that additional architectural enhancements would be included in the design of the proposed building due to its visibility near a residential district. - 1 - Access to the site would be provided by a shared drive on Ridge Avenue and a right in/right out drive on Devon Avenue. T. Brewer asked if the Commissioners had any specific questions. Commissioner Meyers questioned if auto repairs would be conducted out of any of the office/storage units. Brewer responded no auto repair would be conducted in the building. Commissioner Meyers questioned where waste dumpsters would be located. Brewer stated two dumpsters are planned for this building's use. Commissioner Meyers asked if the building association would enforce any restrictions on on-site storage. Brewer responded that restrictions would be drafted,and that a draft copy of the association's covenants and restrictions would be provided to the Plan Commission for review. Chairman Glass initiated a discussion about the continued maintenance of this building and its surroundings. The Commissioners expressed concerns about the accumulation of stored materials in and outside the buildings. Commissioner Meyers noted he works in a similar building in another community that was properly maintained for the first several years,but over time, as businesses grew,maintenance lapsed and impacted the outside appearance of the area. Chairman Glass noted that the subject property is a significant entranceway into the Elk Grove community, and it will be the responsibility of the petitioner to ensure the building does not become a visual concern to the Village. He further expressed concern about the building's association's ability and continued interest in enforcing any of its own covenants regarding property maintenance. Phil Schlasser, 289 Walnut, introduced himself as the property owner directly north of the subject site. He questioned if screening would be installed along the property's northern lot line. Chairman Glass noted a screening fence is proposed. Mr. Schalasser expressed concern about speeding motorists in the area. He noted that vehicles traveling north on Ridge from Devon frequently fail to reduce speed as they travel through the residential neighborhood. He provided photographs of a recent traffic accident at the corner of Ridge and Walnut as evidence. P. Vadopalas stated his concern would be passed to the Police Department, and a traffic review would also be requested of the Police Department. The Commission then discussed whether the accessory storage use is permitted in the B-2 zoning district. The Commissioners questioned if the proposed use would only be permitted in an industrial zoning district. Chairman Glass requested that the Village Attorney offer his opinion on the question, and P. Vadopalas stated an opinion would be provided to the Commission prior to the public hearing on this petition. Commissioner Meyers expressed his position that there is sufficient demand for small office spaces to justify the construction of the proposed office building, but the proposed location may not be appropriate. Chairman Glass asked for any additional questions and none were voiced. - 2 - Item 2: Adjournment Commissioner Meyers moved and Commissioner Thompson seconded a motion to adjourn.
