Chairman Glass called the meeting to order at 8:00 p.m.
Item 1: March 20 Meeting Minutes
Commissioner Geinosky moved to approve the minutes of the March 20, 2002 meeting as written.
Commissioner Thompson seconded the motion. Upon voting, (Glass, Ayers,Geinosky,Hauser,Meyers,
Sokolowski, Thompson, AYES, Henrici, Paliganoff,Absent)the motion carried.
Item 2: Text Amendment-- Business& Trade Schools in the 1-1 and I-2 Districts

Chairman Glass read the petition into the record and announced the Commission would consider the petition of
the Chicago and Northeast Illinois District Council of Carpenters Apprentice&Training Program for a text
amendment to the Zoning Ordinance that would permit business and trade schools as Conditional Uses in the I-1
and 1-2 zoning districts.
Chairman Glass asked for the petitioners to introduce themselves and Secretary Geinosky swore in the
petitioners.
R. Pugliese stated the petitioner owns their facility at 1256 Estes,which is located in the I-2 zoning district.
They have operated a training program here since 1987, and expanded the building in 1990. They are currently
finishing a 60,000 sq. ft. addition. Pugliese explained that during their work with the Village on this recent
expansion,the Village determined that the Zoning Ordinance is silent on the operation of a trade school in an
industrial zoned district. The use is neither permitted nor prohibited.
Pugliese stated the proposed text amendment is intended to clarify their status and the general issue of operating
business and trade schools in industrial districts. He noted the type of activities at the facility are industrial in
nature, which makes it an appropriate use in the I-2 district.

Pugliese stated the text amendment is similar to the existing text in the B-2 regulations regarding business
schools,with the exception of a prohibition on the use of industrial vehicles.
Pugliese noted the specific sections of the amendment which would require conformance to the Village's
performance standards, all activities need to take place in an enclosed building, and no dormitories are
permitted. The parking ratio matches the existing Village regulations for colleges and trades schools; one space
per two students for the maximum number of students and one space for every two employees.
Pugliese noted that Village staff reviewed the proposed text amendment and voiced no objections.
Commissioner Hauser questioned if review comments from the Police Department would be included in the
record of this petition. Vadopalas stated the Police Department had reviewed the petition, voiced no objections,
and their comments would be included in the record.
Commissioner Hauser questioned if the definitions of Business and Trade Schools would be added to the
definitions section(Sec. 2-2) of the Zoning Ordinance. Vadopalas responded the Village Attorney would
consider the question when the final text is drafted for Village Board consideration.
Commissioner Hauser questioned if the term "Business School" would be added to the schools listed under the
parking regulation section(Sec.4-3-1) of the Zoning Ordinance. Vadopalas responded the Village Attorney
would consider the question when the final text is drafted for Village Board consideration.
Commissioner Geinosky noted that renumbering Section 7E-2 would require renumbering of each section
following it, and that the recommended numbering may not be correct. Vadopalas stated the section numbers
would be reviewed prior to drafting the final text.
There being no further questions or comments, Chairman Glass asked for a motion. Commissioner Geinosky
moved to recommend approval of the proposed text amendments as written(attached)conditioned on proper
numbering of the sections in question. Commissioner Ayers seconded the motion. Upon voting, (Glass, Ayers,
Geinosky,Hauser,Meyers, Sokolowski, Thompson, AYES, Henrici, Paliganoff, Absent) the motion carried.
Item 3: Adjournment
Commissioner Geinosky moved to adjourn and Commissioner Hauser seconded the motion. Upon voting,
(Glass, Ayers,Geinosky,Hauser,Meyers,Sokolowski,Thompson, AYES,Henrici,Paliganoff, Absent)the
motion carried.
The meeting was adjourned at 8:55 p.m.
