Chairman Glass called the meeting to order at 8:05 p.m.
Item 1: January 21 Meeting Minutes
After Commissioner Henrici pointed out a typographical error on page two of the minutes, Secretary Gemosky
made a motion to recommend approval of the meeting minutes. Following the motion,Commissioner
Thompson seconded the motion. Upon voting(Glass, Gemosky,Hauser, Meyers,Henrici, Ayers, Sokolowski,
Paliganoff,Thompson, AYES)the motion carried.
Item 2: PC Docket 04-02: 2626 Delta—Special Use
Chairman Glass read the petition into the record.
After the petition was read into record,V. Zychla of Vicmar Inc. DBA Bill's Truck Service identified
himself as the petitioner of record.
Following this, several Commissioners noted that the sign posted did not conform to the Village's ordinance. V.
Zychla noted that he spoke with staff members in the Village Clerk's Office and Engineering Department, and
that a staff representative in the Engineering Department sold him the sign he posted.
Chairman Glass noted that since the sign was not correctly posted and also since the petitioner was lacking
details in his plan,the hearing would be continued to May 5,2004. Before the hearing was closed,Chairman
Glass asked the other Commissioners if they had any issues they would like the petitioner to address, in hopes
that he would be able to provide additional information at the next meeting.
Commissioner Meyers requested that the petitioner provide a formal parking layout, since there appears to be
differences in the dimensions noted in the petitioners response to staff's review. In addition,Commissioner
Meyers noted that there appeared to be a variation in the size of the vehicles to be serviced.
V. Zychla noted that there is tremendous variation in the length of the vehicles being serviced. He noted that the
straight trucks are the largest that get serviced and they measure 33 feet in length by 12 feet in width. On the
other hand, a tractor measures 22 feel in length by 12 feet in width.

Commissioner Meyers also noted that there appeared to be a variation in the overhead doors, which could
possibly result in the elimination of parking spaces.
V. Zychla noted that the plans do vary,but presently they are only looking to have one overhead door. The
petitioner noted that his move is being funded by the City of Chicago since their current property in Des Plaines
is being purchased for O'Hare expansion.
The petitioner also noted that by extending the back of the parking lot,he would have considerable room for
parking. In addition,he noted that they would be operating 4 workstations inside requiring 6 parking spaces.
He stated that he could park nine trucks across the back and possibly another 9 if he is allowed to park them
bumper-to-bumper, creating more parking than needed. Furthermore,he could also park more trucks inside the
building,which would allow even more room for parking.
The petitioner felt that he could provide up to 23 on-premise parking spots. In addition,he stated that once the
overhead door was installed,he would be able to modify the parking to fulfill any requirements.
Chairman Glass stopped the petitioner and noted that the petitioner was beginning to confuse him. Chairman
Glass stated to the petitioner that he must provide in writing a parking plan that also shows isles for ingress and
egress. In addition, the parking lot must be paved and Mr. Zychla must also show that the drive isles on the side
are large enough to accommodate trucks. The Chairman also noted that the petitioner will not get his plan
approved until he is able to show the Commission that the parking is feasible and that everything fits within the
Village's ordinances.
Commissioner Meyers asked the petitioner to show how he was going to incorporate the fencing on the site.
Commissioner Meyers also asked why the petitioner didn't transform the front-loading docks into overhead
doors. V. Zychla noted that there wasn't enough support on that portion of the building to install overhead
doors. In addition, the front loading docks are not wide enough for trucks to enter,they are only wide enough
for trucks to back in and unload cargo.
Commissioner Meyers noted that the driveway leading to the back of the property was in very poor condition
and would need to be repaved. He also questioned whether there would be enough room to maneuver the
trucks. The petitioner noted that there was enough room and that they have plenty of experience maneuvering
trucks within restricted areas.
Commissioner Hauser asked what percentage of trucks serviced are straight trucks. The petitioner noted that
30-40%of trucks serviced are straight trucks. He also noted that they service approximately 8-10 trucks a day,
but that they are spread throughout the entire day. V.Zychla noted that since some of their customers have
truck fleets,they are able to plan when trucks are dropped off, In addition,they also pick up trucks from some
of their other customers.
Commissioner Henrici inquired as to how the petitioner handles his parking now. V. Zychla noted that he
currently has 16 spaces at his facility,but noted that he rents out 6 of the spaces to generate additional revenue.
That leaves him with 10 spaces, which is more than ample.
Commissioner Henrici asked if the petitioner would continue leasing his parking spaces, and the petitioner
indicated that he would not.
Commissioner Henrici noted that the Fire Department had requested that a full automatic sprinkler system be
installed. V. Zychla questioned whether this would be a wise decision since they will be working with diesel
fuel and oils. V. Zychla feared that if a fire were to occur, the water from the sprinklers would assist in
spreading an oil or fuel fire. Commissioner Henrici asked the petitioner,if it is required,would he install them
or not, and the petitioner noted that if he had to he would.

Commissioner Henrici asked M. Roan to verify with the Fire Department whether or not fire sprinklers would
be beneficial.
Depending on the type of work being conducted, Secretary Gemosky questioned whether or not the supplies
would be stored in-house or if everything has to be brought from outside. V.Zychla noted that there is an
approximate 15'x15' storage room for small items,but for the larger parts there are three to four supply stores
nearby. He also noted that although minor engine work is done in-house, transmission work and other high-end
repairs are done outside.
Secretary Geinosky questioned the petitioner as to how long he has been in business. V. Zychla noted that he
has been in business for three and a half years,but in a related business for a number of years.
Commissioner Meyers asked the petitioner if he could provide the names of facilities similar to the petitioners
prior to the next meeting.
There being no additional questions, Chairman Glass stated that the public hearing was closed and that this
meeting would reconvene on Wednesday,May 5 at 8:00 p.m.
Item 4: Adjournment
Commissioner Ayers moved to adjourn and Commissioner Paliganoff seconded the motion. Upon voting
(Glass,Gemosky,Hauser,Meyers,Henrici, Ayers,Sokolowski,Paliganoff,Thompson, AYES,)the motion
carried.
The meeting was adjourned at 8:30 p.m.
