Chairman Glass called the meeting to order at 8:05 p.m.
Item 1: April 21 Meeting Minutes
After Commissioner Meyers pointed out a typographical error, Secretary Geinosky made a motion to
recommend approval of the meeting minutes. Following the motion, Commissioner Henrici seconded the
motion. Upon voting(Glass, Geinosky, Meyers, Henrici,Ayers, Sokolowski,Paliganoff,AYES,Thompson,
Hauser,ABSENT)the motion carried.
Item 2: PC Docket 0402: 2626 Delta—Special Use
Chairman Glass noted that the petition was read into the record at the April 21,2004 meeting and that the
property has been properly posted.
V. Zychla of Vicmar Inc. DBA Bill's Truck Service identified himself as the petitioner of record, and
Secretary Geinosky swore in the petitioner.
Following this,Chairman Glass asked the petitioner to provide a brief summary of his proposal. Due to the
proposed expansion of O'Hare Airport,V. Zychla indicated that his property had been bought by the City of
Chicago and he has been forced to relocate from Des Plaines. The petitioner noted that he is seeking a Special
Use permit to operate a diesel repair facility for tractors and straight tracks. Due to the lack of available room,
the petitioner stated that they would not be performing work on trailers. It was noted that they would only
perform minor repair work,such as transmissions and electrical.
The petitioner feels that the proposed site is ideal due to its location in the heart of the area's trucking industry.
Furthermore, the petitioner indicated that there already exist three to four repair facilities within five blocks of
his proposed location.
Although the petitioner noted that the building is not ideal, he did indicate that the site would be sufficient for
their needs. If approved, the petitioner will be signing a three-year lease agreement that will either be extended
or purchased at the end of the term.

The petitioner stated that they have been looking for a place to buy for the past two years and will continue to
look for a place to purchase outright.
The petitioner noted that he would operate four repair bays and that he currently employs three mechanics. V.
Zychla also noted that they would have more than adequate parking, since the property is larger than what is
needed.
Chairman Glass opened the hearing to questions from the Commission.
Commissioner Meyers stated he had no questions.
Commissioner Henrici asked how many vehicles are on the premise at his current location. V. Zychla stated
that it is difficult to say, but that he never exceeds ten vehicles in a day.
Commissioner Henrici asked if the petitioner was able to get his questions answered regarding the need for the
sprinkler system. V. Zychla stated that he had spoken to the Fire Department's Plan Reviewer regarding the
sprinkler system. Although he understands where they are coming from,he still has problems with the request.
The petitioner stated that he felt it was unusual to request a sprinkler system when there may be 3,000 to 4,000
gallons of diesel fuel on trucks, 300 gallons of oil and another 300 gallons of used oil. He believes that if a fire
were to occur,the primary source of a fire would be from a fuel or oil leakage from a truck and that the fire
would spread rapidly with the addition of water.
Commissioner Henrici noted that this request came from a nationally recognized building code. V.Zychla
stated that he has contacted four area truck repair facilities and none of them have sprinkler systems. He also
indicated that one moved as recently as two years ago. He also noted that none of them have screened fencing.
V.Zychla stated that if he were to comply with all the requests,he would have to pay$100,000 just to begin
operation in the Village, with no guarantee to keep the property after the end of the lease.
Commissioner Henrici asked if any additional information had been discovered regarding what needed to be
screened. M. Roan stated that he had spoken with Engineering&Community Development and they indicated
that the entire property must be screened since they will be storing vehicles. It was also noted by M.Roan that
the petitioner could leave the existing fence and add slats to provide screening.
V.Zychla stated that all these requirements make it rather expensive to move into the Village. He also
questioned what he would be accomplishing with the required screening. Chairman Glass noted that he must
screen the property from public view.
V.Zychla noted that Drive Train was asked to put in a sprinkler system,but their lawyers argued the case in
court in order to have the request dismissed. In addition,he noted that Lake Trucking, Seng, Quality Truck
Repair and Schmidt's(all area truck repair facilities)do not have sprinkler systems.
Commissioner Ayers stated that he never remembered having a discussion about sprinkler systems at the public
hearings for these facilities. Chairman Glass asked M. Roan to verify the information provided by the petitioner
and report his finding to the Commission.
V.Zychla stated that he has looked at many other buildings in the Village that did not have sprinkler systems.
Chairman Glass noted that the sprinkler system is not an issue at this hearing. Furthermore,he noted that when
the usage of the building changes there are instances when the requirement for a sprinkler system would apply.
V. Zychla again stated that he has looked at over 200 buildings and none had sprinklers. Chairman Glass noted
that it was possible depending on the age of the facilities. V. Zychla said that he talked to the mechanics and
owners of the facilities he previously mentioned and none had sprinkler systems.

Commissioner Meyers asked the petitioner what he would do if the sprinkler system were required. If it is
required, V. Zychla indicated that the owner of the building may have to install a sprinkler system, but due to
the owner's age and financial position,he may not be willing to do so. V. Zychla also noted several other
possibilities. As the result of their displacement for airport expansion,the City of Chicago is providing money
for renovations,but as of now they are only providing$10,000. If none of these solutions work,the final option
would be for him to pay for the required building improvements.
Due to the number of uncertainties, Commissioner Meyers asked the Commission if they should move forward
with a recommendation.
Secretary Geinosky noted that he was not familiar with lease agreements,but thought that the owner of the
building should be covering the cost of these improvements. V. Zychla noted that the property owner is older
and very well off, and for him to get a simple change often takes a long time. It was also noted that many of the
property owners around the airport know that the individuals being displaced are in a compromised situation
because of the time constraints being placed on them by the City of Chicago to vacate their property.
Furthermore,V. Zychla indicated that he does not know if he would have the money available to do all the
required improvements up front.
Chairman Glass stated that he felt the Commission did not have any problems with the requested use,but that he
would like to continue the hearing until May 19 to give the petitioner and staff time to resolve unanswered
questions involving the need for a sprinkler system, screening and the ability of the petitioner to do the work if
required.
There being no additional questions or comments, Chairman Glass stated that the public hearing was closed and
that this meeting would reconvene on Wednesday,May 19 at 8:00 p.m.
Item 4: Adjournment
Commissioner Meyers moved to adjourn and Commissioner Sokolowski seconded the motion. Upon voting
(Glass,Geinosky,Meyers,Henrici, Ayers,Sokolowski,Paliganoff,AYES,Thompson,Hauser,ABSENT)the
motion carried.
The meeting was adjourned at 8:45 p.m.
