Lazarz,National City Bank Chairman Glass called the meeting to order at 8:05 p.m. Item 1: May 19 Meeting Minutes Commissioner Meyers motioned to approve the meeting minutes and Commissioner Thompson seconded the motion. Upon voting(Glass, Geinosky, Meyers, Ayers, Sokolowski,Paliganoff, Thompson, Hauser,AYES, Henrici,ABSENT)the motion carried. Item 2: PC Docket 04-03: Home Depot Outlot—Special Use and Re-Subdivision Chairman Glass read the petition into the record. After the petition was read into record,T. Burgoyne of GDP Group identified himself as the petitioner of record. Secretary Geinosky then swore in T. Burgoyne and A. Lazarz of National City Bank. Chairman Glass questioned the petitioners as to why they deserved a special use permit. T. Burgoyne noted that a special use was needed to construct a four-lane drive-through. The drive-through lanes would generate more business for the bank. In addition, it was noted that one of the lanes would be used for an ATM,which generates most of the use. T. Burgoyne stated that the drive-through is not visible from Meacham Road and that it would only be visible from Home Depot. He then noted that the lanes would be used after Home Depot would be closed. Chairman Glass replied that his comment was incorrect, because Home Depot is open from 7:00 a.m. until 10:00 p.m. A. Lazarz reiterated that the traffic patterns and business hours for the building are 9:00 a.m. until 7:00 p.m. and that the drive-through lanes would operate from 8:00 a.m. until 7:00 p.m. from Monday to Friday. On Saturdays,the hours of operation are 8:00 a.m.until 4:00 p.m. and the drive-through lanes would operate from 9:00 a.m. until 4:00 p.m. A. Lazarz also stated that the drive-through allowed for 22 stacked cars,which is more of a load than they handle at any drive-through location at any time. She noted that according to their studies,the maximum number of cars to use their drive-through is approximately 30 in an hour. Also noted was that 6:00 p.m. to 8:00 - I - p.m. is the peak use time for their ATMs. During that period approximately 25 transactions take place per hour. As a result,the ability to stack 22 vehicles at one time is completely in the bounds of the site plan. Chairman Glass asked the petitioner where the building was going to be placed. Chairmen Glass understood that the building was going to be constructed on the north-end of the property,but questioned why the sign was located on the south-end of the property. T. Burgoyne noted that an error occurred and that the sign company placed the sign in the wrong location. He did note that proper notice was also placed in the Daily Herald. Chairman Glass responded that it technically wasn't improperly located since the hearing was for the entire site, it just implied the wrong location for the bank. Chairman Glass questioned whether certain parking spots where on the petitioner's lot. He noted that it was difficult to differentiate since the property line cuts through on the south side. T. Burgoyne noted that the property line abuts the curb of the south property line. He also noted that the petitioner is not buying the property. National City Bank will be leasing the site and will have a shared access agreement,which is currently being worked out with Bonnie Management(owner of property). Chairman Glass asked why the petitioner submitted a site plan that has their traffic circulating through Home Depot property. T. Burgoyne indicated that the site plan presented was developed and agreed upon through many months of negotiating with staff. It was also noted that the traffic aisles are adequately wide to handle the traffic. Chairman Glass noted that the proposed site plan shows striping on the northwest side of the Home Depot store. T. Burgoyne stated that the additional parking spots were created for Home Depot so that they could meet the parking requirement for the Village Code. Chairman Glass pointed out that the traffic coming out of the drive-through runs into a lot of pedestrian traffic. T.Burgoyne noted that the traffic would still have to yield when coming out of the drive-through. Chairman Glass indicated that he was not concerned about what happens when vehicles leave,but he is concerned about where they go after they leave. It is the location of the facility that he has problems with. The proposed bank is less than 100 feet from the Home Depot exists. A. Lazarz felt that vehicles leaving their building will want to use the existing traffic signal and will head south toward the light. Chairman Glass stated that would not happen because vehicles would turn right and head towards the front of Home Depot. Commissioner Sokolowski questioned the whole configuration of the site. T. Burgoyne stated that A. Boffice, Director of Engineering& Community Development, helped create this site configuration. Commissioner Thompson asked why they were building on Lot 2 instead of Lot 3. T. Burgoyne noted that Lot 3 was never an option for them. Commissioner Thompson noted that Lot 3 is 43,000 square feet, larger than Lot 2. A.Lazarz reiterated that the owner never made Lot 3 available. A. Lazarz stated that Home Depot wants to keep the Biesterfield side of the property available for future sub- lease. Commissioner Meyers stated that this is a very ill-conceived and busy plan. He noted that last year Home Depot used the area to the south of the proposed site to erect a tent. In addition,he felt that there were problems with customers entering the bank site. T.Burgoyne stated that this was the exact approach that was taken with the Director of Engineering&Community Development. Commissioner Henrici asked why the Commission should approve another bank in Elk Grove. A. Lazarz stated that National City Bank has been in the Chicago area since 1998. They currently have locations in Buffalo Grove, Schaumburg, Palatine,Park Ridge and Niles. It was also noted that their customers like convenient locations to stop in and do business. In addition,the area is good for several of their strengths. National City - 2 - Bank is ranked number one for Small Business Loans,and are also strong in mortgage lending and education loans. Commissioner Henrici stated that there are problems with the site design and questioned the parking on Home Depot property. T.Burgoyne stated that they do have cross easements with Home Depot. A.Lazarz stated that they have spoken with Home Depot and that they have approved their plan. Secretary Geinosky raised concerns regarding how vehicles enter the drive-through. T.Burgoyne noted that their original design did not implement the six-foot concrete median, and instead had an open design. He noted that A. Boffice made that determination. Secretary Geinosky raised concerns regarding the ATM in the first lane. T.Burgoyne noted that they never anticipate having six vehicles stacked in the lane. Secretary Geinosky stated that he disagreed with the petitioner's assertion that customers will not use the drive-through during the day. T.Burgoyne replied that typical use of the drive-through occurs during the evening hours. Secretary Geinosky,stated that the petitioner will be closing at 7:00 p.m. and will not have anyone to deal with after then. Secretary Geinosky questioned where the handicap-parking stall was located. T. Burgoyne stated that only one handicap parking stall is required and that it is located in the front of the building. Secretary Geinosky stated that before he made a recommendation he wanted A. Boffice present to answer several questions. T. Burgoyne asked the Commission what they would like to see. Chairman Glass noted that their proposed plan should provide for better traffic flow. What has been presented is an accident waiting to happen. If approved, this plan would make many people very unhappy,with conflicts occurring regularly. Although customers will be able to get in, it would be a bear getting back to Meacham Road. Chairman Glass stated that he had a problem putting something on this lot. Although the proposed plan might meet the ordinance requirements,he felt the petitioners would be extremely unhappy with the site. Commissioner Thompson stated that he has participated in the construction of seven banks, and that this proposal is not very good. Some of the problems that he noted with this proposal are that it is in the wrong place and that there are various traffic problems. Commissioner Sokolowski asked the petitioner if he went with his original design,would he have enough space to do everything they wanted to do. T.Burgoyne noted that they would still need to share parking with Home Depot. Although the drive-through would be in the same location, the building would be shifted to the north and the traffic would have been channeled to the south,toward Meacham Road. Chairman Glass asked why A. Boffice did not like this proposal. T. Burgoyne stated that he just did not like it. T. Burgoyne stated that although he was concerned with the traffic movement,he did what the Village asked him to do. He also noted that Home Depot did not have any issues with the proposed site plan and had signed off on it. Commissioner Sokolowski asked if the original design kept the lanes where they were. T. Burgoyne noted that the lanes were kept where they are currently shown. Commissioner Sokolowski asked if there was any way that the drive-through lanes could be placed on the south side. T. Burgoyne stated that there was an issue with stacking, noting that they would not have been able to meet the Village's required 6 car stacking regulation. Commissioner Ayers asked the petitioner if they built the National City Bank on Roselle Road. A. Lazarz stated that they did,but that although the appearance is similar,the bank on Roselle Road is slightly narrower. - 3 - Commissioner Ayers noted that it was difficult to determine the property lines on the site plan,but it appeared as if the lot was square. T.Burgoyne stated that the dimensions of the lot are not quite a square,being 158 feet by 185 feet. Commissioner Ayers asked why the drive-through lanes could not be placed on the south side of the building facing east toward Meacham Road. A. Lazarz noted that it is not possible to do because the width of the lot is 30 feet narrower. Commissioner Sokolowski asked if they needed four drive-through lanes. A. Lazarz stated that they do,but they do not need stacking for six vehicles. They use the fourth lane as their stacking lane. Commissioner Ayers noted that his only comment is for them to get traffic directed eastward. Commissioner Paliganoff asked where the employees park. T. Burgoyne noted that with shared access, the employees are directed to park to the north of the site. Commissioner Sokolowski asked if Engineering's concerns were addressed in regard to lighting. M. Roan noted that the Department of Engineering&Community Development had asked that the Plan Commission include in their recommendation that the petitioner agree to do anything that the Village asks them to do regarding their lighting. Chairman Glass asked if anyone in the audience would like to address the petitioner. Mr.William Briggs from Lot 21 in the Winston Grove subdivision,west of the proposed development,asked the petitioner to address some of his concerns. W. Briggs noted that he was pleased that the Commission addressed the concerns regarding the flow of traffic coming from the proposed development. W. Briggs noted that he currently has problems with the lighting of the Home Depot property. He also asked what the impact would be of the re-subdivision. Chairman Glass stated that all the re-subdivision would do is create two additional lots and that the impact would be the construction of the proposed bank. W. Briggs stated that the problem he has with the lighting is their height, and he wanted to know if the bank lights would be different. Chairman Glass stated that the lights would be the same as what currently exists at Home Depot. W. Briggs stated that the lighting from the rear of the Home Depot property is way too bright and the poles are too high. M. Roan stated that Village staff is aware of W. Brigg's concerns, and that the Village has been in contact with Home Depot and is trying to rectify the situation. W. Briggs stated that the fourth light is yet to be shielded and reiterated that the poles are too high and that the lights are too bright. Chairman Glass asked M.Roan to look into W. Brigg's concerns and report back to the Plan Commission. N. Czamik, of 730 Arizona Pass,asked the petitioner if they would be adding any additional lights. T. Burgoyne stated that they would be relocating one light and adding one more on the south side of the property. He also stated that since the site is across the street,it should not have any effect on the people along Arizona Pass.N. Czarnik noted that although they are across the street, the lights still have an effect on their homes. The petitioner responded that the residents would not notice any change in lighting. There being no more comments from the audience,Chairman Glass stated that the petitioner placed too much on this site and that it does not work. As a result,Chairman Glass stated that he could not recommend approval for this site. It was Chairman Glass's belief that A. Boffice recommended the changes in order to meet the Village's Code requirements for stacking spaces. Chairman Glass asked the petitioner to work on a new site plan that addresses the traffic flow issues. He stated that the meeting would be continued to November 3, 2004. - 4 - T. Burgoyne stated that he was only trying to bring the flow of traffic to the exit. Chairman Glass noted that the petitioner could still get a variation from stacking vehicles. Although he cannot speak for A.Boffice,he noted that he was probably only trying to help the petitioner fix his site plan. Chairman Glass informed the petitioners that they need to justify a variation form the stacking code to allow for fewer vehicles. It was suggested to provide traffic studies from other bank locations. Commissioner Meyers asked why the ATM was in the first lane and if the bank was proposing any commercial only lanes. A.Lazarz stated that the other lanes could easily be commercially sized if needed and that the bank's studies have found that the first lane is more secure. Commissioner Meyers suggested that the Village follow the lead of other suburbs and consider a moratorium on banks since the Village gets nothing in return. Commissioner Ayers noted that Elgin has banned banks along Randall Road. Commissioner Thompson noted that Buffalo Grove has a moratorium on banks. Commissioner Thompson stated that there are enough banks already in the community. Furthermore,there are six to eight banks within a short distance of the proposed National City Bank. N. Czamik stated that the Board has never considered the issue of a moratorium on banks. She also noted that she was awaiting information from the Village Clerk's Office regarding the moratorium in Buffalo Grove. N. Czamik added that banks are still businesses and it is hard to limit businesses for business sake. Commissioner Meyers noted that he just did not want to end up seeing a bunch of vacant bank sites. N. Czamik agreed,but noted that they provide many benefits to the Village like community service and business loans. Item 4: Adjournment Commissioner Meyers moved to adjourn and Commissioner Hauser seconded the motion. Upon voting(Glass, Geinosky, Hauser,Meyers,Henrici,Ayers, Sokolowski,Paliganoff,Thompson,AYES)the motion carried.
