PETRI Village Trustee C.PROCHNO Village Trustee Dr Pursuant to a duly made and approved motion and a majority vote at a regularly scheduled meeting of the Village President and Board of Trustees on July 20,2004,this Executive Session was called to consider a Personnel matter. Number of pages attached: I Date(s)of review for release: July 2005 Date of approval for release: a-4 q-U�, 7/20/04 6:38 p.m. Personnel Although Elk Grove is currently the only community in the area that has one individual overseeing both engineering and building departments, Mayor Johnson noted that other communities such as Schaumburg and Arlington Heights are beginning to make a similar transition. As these communities look to fill that position, there is only one person in the area that meets these qualifications—Alan Boffice. If Boffice was to leave,the Village does not have an internal candidate to fill his vacancy, and an external candidate would be difficult to find. In an effort to prevent his departure and retain his knowledge of the community, the Manager proposed that a new policy be created that would move a department head with 15 years or more of service at the department head level to the top of their pay range and receive an additional $3,000 per year stipend. The Mayor noted that if this was accepted,Alan Boffice, Tom Cech and Gary Parrin would qualify at this time, under the policy. The Village Board concurred and an ordinance would be prepared for the next Agenda. Discussion followed regarding potential replacements for various department heads. Questions arose as to why some departments do not have qualified replacement candidates and the likelihood of having to go outside of the organization to fill vacancies. The meeting adjourned at 7:05 p.m.
