Kernel P. Parikh, contract purchaser was present along with his
Attorney, William A. Cogley and Architect, Mr. Black.
Attorney Cogley reviewed the ordinance requirements that exclude the
area within 30 feet of the buildings from being included in the common
open space. He felt that this requirement was for higher buildings and
not designed for 3 story buildings as his client proposes. He noted
that approximately 4 acres of land that abut this development was donated
for public use ( Elk Grove Mental Health Clinic and Park District
Nursery), and if this land was included the development would far exceed
the common open space requirements. The petitioner changed his request
for a 3.38% reduction to 1% reduction of the open space requirements. He
feels that his client is proposing a quality development of 4, 3-story
buildings in lieu of the approved 2, 6 story buildings.
He stated that it would require an additional million dollars to install
4 elevators per building a total of 16. In the 3-story buildings with
the entrance located as shown on the plans it would be 1/2 story to
lowest level and 1-1/2 story to uppermost (3 floor). They have reviewed
to size, location of the stairs and landings and access to apartments with
the Fire Department and will meet their requirements.
A representative of Baird and Warner, the owners of the rest of the
development stated they would have no objection to the proposal.
A resident raised the question of flood protection and she was informed that
the site approval was a function of the Plan Commission's recommendation
and she should check with the Village Clerk's office to when they would
again discuss this development.
After discussing the variations a motion was made by Mr. Phillips and
seconded by Mr. Serafin to recommend that variations sought be granted:
(1) Elevators not be required in the proposed 3-story buildings.

(2) That the required common open space will be reduced by
Z%.
The vote was unanimous.
