Niehaus, Administrative Assistant Petitioners: Vitas Maciukevicius, W-T Engineering Ernie Rossi, Mobil Oil Corporation Item A: Mobil Oil Rezoning/Resubdivision at Arlington Heights/Higgins Chairman Geinosky opened the Plan Commission public hearing at 8:05 p.m. Commissioner Meyers moved and Commissioner Zizzo seconded a motion to nominate Commissioner Prochno as the new Plan Commission Secretary in place of P. Feichter. Upon voting, (All AYES, Ayers, Guzzardi ABSENT) the motion carried unanimously. secretary Prochno swore in the petitioners. Maciukevicius stated that Mobil Oil Corporation was seeking to rezone and resubdivide property located at the northeast corner of Arlington Heights and Higgins Road for the purpose of constructing a new gasoline station. Maciukevicius explained that the property was previously utilized as a gas station until the Illinois Department of Transportation (IDOT) condemned a portion of Mobil's property to facilitate the interchange improvements at Arlington Heights Road and I-90. Maciukevicius stated that Mobil was under contract to purchase a piece of property to the north of their old site from NBD Bank in order to provide sufficient space for a new gas station. Maciukevicius stated that the property being purchased was zoned B-1 Shopping Center Business District, therefore it was necessary to rezone it to B-3 Automotive Oriented Business District in order to allow the gas station use. The sale of property by the bank will not cause them to fall below any Village zoning requirements. Maciukevicius stated that the proposed facility would have a 2,000 square foot convenience store building adjacent to a canopy structure that contained six dual pumping stations. Maciukevicius stated that the facility would be accessible from right-in/right-out driveways on the south and west sides of the lot. There will be no shared access between the gas station and the bank property. Maciukevicius stated that there is a grade separation between the two properties but that no retaining wall would be necessary. Commissioner Henrici questioned if Mobil had contacted the bank about purchasing additional property. Maciukevicius stated that Mobil desired more property but could not acquire it from the bank without causing them to need a zoning variation. Commissioner Meyers expressed his concern over the proposed 30 foot driveway on Arlington Heights Road. Commissioner Meyers stated that it had been his experience that a similar entrance to the NBD Bank property to the north created a dangerous traffic situation due to the speed and volume of traffic on Arlington Heights Road. Maciukevicius stated that Mobil did not object to widening the driveway but was restricted due to the need for a zoning variation if the site were reconfigured to allow for a wider driveway. Upon further discussion it was the general consensus of the Plan Commission to have staff work with Mobil to widen the driveway to 35 feet from 30 feet without a zoning variation and to have staff contact NBD Bank and IDOT to see if the bank entrance could be widened prior to the completion of the interchange construction project. commissioner Prochno questioned as to what Mobil would do if the rezoning were not approved. Maciukevicius stated that Mobil would not be able to build the convenience store and would most likely not develop on the property. Commissioner Zizzo questioned as to the height of the building and canopy and whether or not they would block the bank's sign adjacent to Mobil. Maciukevicius stated that both structures were 17 feet high and would not block the bank sign which stood at a height of 47 feet. Commissioner Paliganoff had no questions. Chairman Geinosky asked the petitioners to explain the aesthetics of the site. Maciukevicius stated that the building would be constructed with wood side paneling, asphalt shingles, a glass front and yellow trim around the top. Landscaping would be installed along the perimeter of the property and around the building. Chairman Geinosky questioned as to the hours of operation. Rossi stated that the facility would be open 24 hours and employee from 1 to 3 employees, depending on the time of day. Chairman Geinosky questioned as to how food and gas deliveries would be made to the site. Rossi stated that food deliveries would be made at various hours by panel trucks that would bring goods in through the front door. Fuel deliveries would also take place at night by tankers entering the property from east to west. If the facility were busy the driver would have the option of aborting and driving around the block until the area is clear. Chairman Geinosky questioned if any parking variations were necessary. Maciukevicius stated that parking on the site met all Village requirements. Chairman Geinosky asked the petitioners to explain the flow of traffic on the site. Maciukevicius stated that all traffic would enter and exit via right turns. Maciukevicius explained that the site contained sufficient room for cars to maneuver around the site without getting pinned in a location where they could not exit the site. Maciukevicius stated that congestion would be limited due to the loss of directional traffic prohibiting left turns into the site. Commissioner Zizzo questioned if the trash enclosure would be accessible to garbage trucks. Maciukevicius stated that they felt there was enough space for drivers to maneuver in the area. Niehaus stated that he had discussed this issue with staff and suggested that Mobil designate the far east parking space for employees only, so that they could move their car if necessary. Rossi stated that Mobil could accommodate this solution. Chairman Geinosky opened the public hearing to comments from the audience. They were no comments. Chairman Geinosky closed the public hearing at 9:00 p.m. and opened the Plan Commission meeting at 9 : 15 p.m. following the Zoning Board of Appeals portion of the agenda. Chairman Geinosky reviewed the comments provided by the Director of Engineering/Community Development on August 5, 1995. Maciukevicius stated that they were aware of the comments and prepared to respond accordingly. Commissioner Henrici moved and Commissioner Prochno seconded a motion to recommend approval of Mobil Oil Corporation's request to rezone property at the northeast corner of Arlington Heights and Higgins Road from B-1 Shopping Center Business District to B-3 Automotive District for use as a gas station and to resubdivide the property into one lot. Following the motion, discussion was held regarding the width of the west driveway. It was the feeling of the Plan Commission that the facility was acceptable as proposed, however, it would improve safety entering and existing the site if the entrance was widened to 35 feet or 40 feet. Therefore, the Plan Commission requested staff to work with the petitioner to see if their driveway could be widened. Upon voting all AYES, (Ayers, Guzzardi, ABSENT) the motion carried unanimously. Commissioner zizzo moved and Commissioner Henrici seconded a motion to adjourn the meeting. Chairman Geinosky adjourned the meeting at 9:30 p.m. Resp fitfully submitted, Scott R.
