Johnson, Liquor Commissioner James P. Petri, Commission Member Samuel L. Lissner, Commission Member ALSO PRESENT: George B. Knickerbocker, Village Attorney Ann I . Walsh, Village Clerk Gina Nunes, Court Reporter President Johnson called the hearing to order at 6:35 p.m. Ms. Nunes swore in Jerry Rosen, business consultant, Jayesh Pastakia and Vinod Gandhi of Quick Stop Food Pantry, 1193/1197 Biesterfield Road, Elk Grove Village, Illinois. Liquor Commissioner Johnson reported an incident last summer where by it was noted only one gentleman was at the Quik Stop Food Pantry counter serving people on both sides, the liquor side and the food side. A second visit to the establishment by Commissioner Johnson over the Labor Day weekend resulted in the same situation. The testimony of Mr. Pastakia and Mr. Gandhi is contained within the court reporter' s transcript that is attached hereto and made a part hereof. Village Attorney Knickerbocker questioned Vinod Gandhi as to who the principals of the corporation are. It was noted that Mr. Gandhi's brother, Dr. Arvind is the Vice President and major shareholder and was not present due to attendance at a conference in Southern California. Jayesh is the president of the Corporation and runs the day to day operation. Upon hearing the testimony given, the Liquor Commission adjourned to deliberate in closed session. When the Commission returned to open session, the Liquor Commissioner stated for the record there have been recent sting operations on this location to check on the selling of liquor and/or cigarettes to underage minors. Quik Stop has passed the sting each time. Liquor Commission Public Hearing Quik Stop Liquor Pantry October 19, 1999 Page 2 Commissioner Johnson admonished the owner of the seriousness of the violation and stated if it occurs again it won' t be suspension but revocation of the license. Commissioner Johnson then announced that a fine of $250.00 plus court costs was imposed upon Mr. Pastakia. The Commission took into consideration this was the first offense but because of the uniqueness of this type of establishment it will be the last chance. The Liquor Commission has a no tolerance policy for anyone selling to underage drinkers and the problem with this type of establishment is if there are not two people working and the one person gets distracted young people are given the chance to take things out of the liquor store. The Police Department will make periodic checks on the location and if there is only one person working, the gate to the liquor store must be closed.
