Johnson, Liquor Commissioner James P. Petri, Commission Member Samuel L. Lissner, Commission Member George B. Knickerbocker, Village Attorney Ann I Walsh, Village Clerk ALSO PRESENT Teresa Anesinis Robert Keast - Pioneer Press Liquor Commissioner Johnson referenced a meeting with the Village Board on September 12 regarding discussion of mandatory identification and age verification of all patrons when purchasing liquor. The violations of alcohol being sold to minors have been predominately experienced at the package liquor establishments and Mayor Johnson suggested mandatory carding at package goods stores only. Mandatory carding of other types of liquor establishments could be part of the penalty ordered when a non-package goods store/restaurant has a violation of the Liquor Ordinance . The Village attorney stated that historically in court cases involving minors arrested for drinking at unsupervised house parties and/or in rented motel rooms, liquor has been purchased by the minor at a packaged liquor store . He also noted the Liquor Commission is making a point in the community and commended them for sending out a strong message . Village Attorney stated again that during a court case the judge often asks where the liquor was obtained and it usually is from a packaged goods store . Carding those patrons in package goods store would be a good starting point . The Mayor does not feel there are problems with minors going to banquet halls and/or Village restaurants to buy liquor for parties . Kmart currently cards all patrons and this has been very successful . Trustee Petri noted that Jewel would like to adopt Kmart ' s policy. Signage requirements, use of wristbands at restaurants, the support of other communities and acceptable types of identification were discussed. Upon further discussion the consensus of the Liquor Commission was to present the following recommendations to the Village Board at the October 24, 2000 Committee of the Whole meeting: 1 . To recommend mandatory carding for all package goods stores with signage provided by the Village. 2 . To prepare an ordinance providing for a penalty that would require carding of all patrons, for a period of one (1) year, in the event a restaurant service violates the Liquor Ordinance and sells alcohol to a minor.
