MINUTES OF THE REGULAR MEETING
OF THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JANUARY 19,2016
Chairman E. Butch Ehrke called the meeting to order at 5:00 p.m. in the Charles J. Zettek
Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the
following members were present: Chairman E. Butch Ehrke, Secretary Michael Kontek and
Commissioner Dion Zinnel. Guests present: Chief Steve Schmidt and Chief Richard Mikel.
Secretary Kontek moved that the minutes of the December 15, 2015 meeting be approved as
submitted and that the Board dispense with the reading thereof. Commissioner Zinnel
seconded the motion. It was voted upon by acclamation whereupon Chairman Ehrke
declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
1. Invoice 1887 dated 01/02/2016 from Conrad Polygraph Inc. in the amount of$320.00
for polygraph examination of police candidates (Rubino and Kidd).
2. Invoice SA30225 dated 12/30/2015 in the amount of$395.00 for psychological
evaluation for firefighter candidate (Jensen).
3. Invoice 596907 dated 12/29/2015 from Advocate Occupational Health in the amount
of$475.00 for medical evaluation of firefighter candidate (Jensen).
4. Invoice 596049 dated 12/18/2015 in the amount of$50.00 for physical examination
and preparation of academy paperwork for police officer candidate(Hendrickson).
5. Invoice 84359 dated 12/31/2015 in the amount of$1500.00 from Ottosen Britz et al
for annual legal retainer fee.
6. Invoice dated 12/31/2015 from Illinois State Police in the amount of$89.25 for
fingerprinting fees (three firefighter applicants).
Commissioner Zinnel moved that the Board authorize the disbursement of funds for payment.
Secretary Kontek seconded the motion. It was voted upon by acclamation whereupon
Chairman Ehrke declared the motion carried.
CORRESPONDENCE
1. Written Reprimand from Chief Schmidt dated 1/15/2016 to Police Officer for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.1.1A, Rules of Conduct, Rule 33 (Failure to be prompt for duty assignment,
including roll call and court appearance).
2. Written Reprimand from Chief Schmidt dated 1/07/2016 to Police Officer for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.1.1A, Rules of Conduct, Rule 33 (Failure to be prompt for duty assignment).

3. Notice of Suspension from Chief Schmidt dated 1/07/2016 to Police Officer for
violating Rules and Regulations of the Elk Grove Village Police Department, Section
26.1.1A, Rules of Conduct, Rule 02 (Any action or conduct which impedes the
Department's effort to achieve its goals or brings disrespect upon the Department);
Rule 15 (Intoxication on or off duty); Rule 26 (Failure to report to the Department any
violation of the rules and regulations or any improper conduct).
4. Memos to Human Resources Director dated 1/4/2016, advising that the following
probationary employees have completed their probationary periods and should be
granted permanent employee status as noted:

5. Memo from Chief Schmidt dated 12/16/2015 promoting Sgt. Michael Garrison to the
rank of Commander effective 1/04/2016. Congratulations letter to Sgt. Michael
Garrison on his appointment to the rank of Commander.
6. Appointment letter to Police Officer Sheara Garrison promoted to the rank of Sergeant
effective 1/04/2016.
7. Notice of Appeal Hearing for the Suspension of Police Officer Edwin Medina. The
hearing is scheduled to be conducted on Tuesday, January 19,2016 at 6:00 p.m. in the
Council Chambers at the Charles J. Zettek Municipal Building, 901 Wellington
Avenue, Elk Grove Village, Illinois.
8. Email from Attorney Yvette Heintzelman. Attorney Joseph Mazzone phoned her on
1/18/2016 to advise that Police Officer Edwin Medina has withdrawn his appeal
request.
OLD BUSINESS
1. Meeting with Chief Schmidt to discuss police officer hiring process.
2. Meeting with Chief Mikel to discuss firefighter hiring process.

ELIGIBILITY LIST
1. Police Sergeant—There are five names on the list scheduled to expire on July 7, 2018.
2. Firefighter—Eligibility list containing 116 names will expire on September 14, 2017.
3. Fire Lieutenant—Ten names appear on the eligibility list scheduled to expire on
November 9, 2017.
4. Police Officer- Seven names remain on the final eligibility list scheduled to expire on
June 27, 2016; 75 names remain on the preliminary eligibility list.
ADJOURNMENT
It was moved by Commissioner Zinnel and seconded Commissioner Kontek that the meeting
be adjourned. The motion was voted upon by acclamation whereupon Chairman Ehrke
declared the motion carried. Meeting adjourned 6:32 p.m.
